  8. FERC Order 661a • Remain connected for • bolted three phase fault cleared in less than 9 cycles • Single line to ground fault with delayed clearing (zone 2) plus voltage recovery time

  9. GRANDFATHER • Existing facilities • Signed IAs as of effective date • Commercial within 12 months of effective date • Can demonstrate to ERCOT that contracting, engineering, or procurement make compliance commercially infeasible

  10. Policy Decision ERCOT set a standard more stringent than FERC or WECC existing standards OR ERCOT adopt FERC standard and wait for NERC standard
