  3. 2011-12 Budget Position

  4. 2011-12 budget position • Local Authority Financial Settlement • Requires us to save £44m in 2011/12 and up to £110m over next four years • Supporting People Grant has been rolled into Revenue Support Grant (“Formula Grant”) as part of the Local Authority Financial Settlement for 2011/12 – no identifiable allocation to be spent on SP services • Spend on SP services facing 11.3% reduction (£1.8m) in year 1 and 7.4% reduction (£1m) in year 2 in line with the overall reduction to amount of Revenue Support Grant

  5. 2011-12 budget position • Approach to funding reductions: • The Council is lobbying the Government on the Financial Settlement, including SP Tailored Distribution Formula • Seek to secure external investment in critical preventative services from health and other partners • We will use SP accrued roll forward to “off set” the immediate cost pressure in yr 1 whilst we work with providers and partners over the next 12 months to re-adjust the base budget as a result of the reductions – BUT accrued roll forward not sufficient to meet full year budget gap

  6. 2011-12 budget position • Working with providers to achieve targeted efficiencies where evidence suggests value for money can be improved; • Working with all providers to identify “low risk” efficiency opportunities • No inflationary increases

SP contracts from April 2011 and procurement requirements • Current agreements for the Provision of Supporting People Services expire on 31 March 2011 • Newcastle City Council is seeking to extend these arrangements by way of a further contract from 1 April 2011: • 2 year “Overarching Agreement” from 1 April 2011 which will set out the terms under which the City Council will purchase housing related support services from you; • Individual “Call Off Agreements” which will set the duration and price for which the Council will purchase a specified service.

SP contracts from April 2011 and procurement requirements • All providers will be required to complete a Contractor Evaluation Questionnaire (CEQ); • CEQs will be issued to all providers no later than Friday 11 March 2011; • The Council will only require one CEQ to be completed per organisation – will be used for any other social care or support services to be contracted by NCC from April 11

Reporting requirements from April 2011 • Collection of Client Records and Outcomes data is to cease at the end of this financial year. • Providers can continue to submit data to the Centre for Housing Research, University of St Andrews until 12 noon on Friday 6th May 2011. • CLG are issuing a consultation paper, which will seek the views of authorities and providers, on the development of an alternative approach to evidencing the value of housing related support services that authorities and providers can use and own.

Fairer contributions consultation – Impact for SP chargeable services • Looking to make changes to our Fairer Charging Policy and introduce a Fairer Contributions Policy • Currently out to consultation on the proposed changes, these include: • Increasing the maximum charges • Changing Disability Related Expenditure allowance

Changes to levels A and B • There is no prescriptive tick list of requirements • If you are scoring your service higher than the minimum standard we require you to document the evidence you intend to use to justify your score • Levels A and B are intended to allow providers to demonstrate innovation and good practice.

  17. 2011-12 monitoring programme • Level C remains the minimum contractual requirement • Levels A and B are intended to allow providers to demonstrate innovation • In order to achieve level B providers will need to provide examples of good practice • To achieve Level A providers will need to show excellence in their field

  20. Gateway – Phase 2

  21. Gateway – Phase 2 • The Newcastle Supported Housing Gateway has been in place since February 2010 • Now ready to start Phase 2 of the Gateway which will cover referrals to: • “floating support” services operating in the homelessness and young people’s sectors; • designated supported accommodation and floating support services for clients with mental health problems; • designated supported accommodation and floating support services for refugees

  22. Gateway – Phase 2 • Over coming months the Gateway team will be contacting providers and referral agencies to move forward with these plans.
