What is Supporting People? • Supporting People is the name given to a set of funding, commissioning and monitoring arrangements for housing related support (HRS) services. • HRS services are funded, commissioned and reviewed by local authorities. • HRS must enable an individual either to maintain or increase their independence

Our Vision for Southend Borough Council Supporting People Programme The Supporting People Programme in Southend pays for high quality services that help vulnerable families and single people to maintain their housing or move to more appropriate housing with support packages that best meet their needs. We aim to: • Help build confidence by assisting people to make contact with their community, make friends and access training and employment • Help people feel safer by reducing anti-social behaviour • Prevent homelessness • Meet the housing support needs of people of different cultures, communities and disabilities • Complement existing statutory services so that public funding goes further

Our strategic priorities for 2007/8 are to: • Increase the level of floating support services funded through the programme: so that people can receive support where ever they live. • Increase the level of services for the socially excluded funded through the programme: this means increasing services for people who don’t want or cannot access statutory services, but still have a support need. • Improve service quality, performance and effectiveness: ensure that current services get better at what they do • Improve access, referral and exclusion arrangements for services: ensure that existing services are more accessible to all who need them. • Establishing Steady State contract arrangements: Save money and improve quality by negotiating new contracts with all providers. • Implement Audit Commission recommendations: We have just been inspected by the Audit Commission and we now have 34 recommendations to implement and we aim to do this by October 2007.

  8. Overall Position: • Out of 206 Milestones 148 were due by October 2007. We have achieved the following: Fully Met: 94 Part Met: 47 Not Met: 7 • The remainder of the 58 are due from January 2008 onwards. Of these we have achieved the following: Fully Met: 3 Part Met: 3
