  1. Capacity Building efforts of IIRS to Enable Geomatics Knowledge Society V.K. Dadhwal and P.L.N. Raju Indian Institute of Remote Sensing National Remote Sensing Centre ISRO, Department of Space, India

  2. Outline of presentation • About IIRS • Capacity building efforts of IIRS • Levels of training methods • GIS Market demands in India • Capacity Building demands of user departments • How to enable Geomatics Knowledge Society?

  3. Evolution of IIRS Training Education

  4. Major Research Focus of IIRS Agriculture and Soils Division Marine Science Division DSS for Agricultural land use planning Coastal environment Crop growth simulation modeling Biological Oceanography Process based soil erosion modeling Mangroves Retrieval of crop biophysic & agrometeorological parameters Tsunami Impact and risk Forestry & Ecology Division Water Resources Division Forest Carbon flux modeling Snow melt runoff forecasting Geospatial phytoresources Inventory Hydrologic modeling Widlife habitat modeling Wetland dynamics in Indo-gangetic planes Biodiversity Characterization  Flood inventory & Modeling Geoscience Division Geoinformatics Division Landslide Hazard zonation Internet GIS and web services Seismic Microzonation Spatial Decision Support System Ground subsidence and surface characterization using inteferometry Data mining Ground water prospects zone mapping & modeling 3-D Visualization Human Settlement Analysis Division Geoinformation Management Modeling dynamics of urban spatial growth Photogrammetry & Remote Sensing Comparative evaluation of Resourcesat Cartosat and IKONOS Satellite Sensors for detection of urban micro objective Digital / Satellite Photogrammetry Information extraction Automated classification

  5. IIRS Significant outputs • Trainee turnout - 7000 + • International linkages with more than 20 institutions • Consultancy services to State and central Organizations • 42 years of service to the nation • Outreach programs since 2007 with turnout of more than 2000

  6. Geomatics - World scenario • More than 2 million users • More than 2000 universities run GIS based courses • More than 150, 000 register annually • GIS education mainly postgraduate and graduate level world over • USA, Canada, Sweden, Australia, Germany, Switzerland and Denmark also offer at school level

  7. Hierarchical-ladder Approach for Capacity Building

  8. Focussed Capacity Building Efforts • Basic Geomatic programs • Specific usage of tools meeting the user application needs • Specialized theme requirements like: • Road infrastructure (PMGSYP) • Municipality / Urban Planning • Ground Water Targeting • Rural drinking water supply • Forest Resources • Irrigation Command • Cartographic/Base Mapping • DP / terrain mapping / Highway alignments • Positioning and Navigational needs • Open map server and open source tools • Health GIS • Geology and mining • Advanced technology needs like MW • Many more …

  9. Recent Capacity Building Initiatives …..at national level

  10. IIRS and International Linkages

  11. Recent Capacity Building Initiatives(International Level)

  12. CB activity in India • Government organizations • University / Institutions • Proprietary vendors • Private institutions Note - More than hundred are involved in CB activity

  13. Emerging Geospatial market in India Source: Indian Geospatial Handbook 2008

  14. Significance of IIRS in CB • Longest experience in the field of capacity building activity • Hundreds of tailor made programs • All the long duration programs are developed keeping the user requirements • Adopted the latest technology and incorporated in the CB programs • International linkages on continuous basis meeting CB requirements • Meeting the local/outside demands

  15. How to enable Geomatics Knowledge society ? • Develop a consortium and enable the CB resources to the desired • Develop programs linking two or more institutions locally • Use the WWW resources • Use of blogs/discussion forums /education consortium/expert groups • Make use of regular programs locally (Country) and as well as outside (outside the Country) • Use distance learning programs like: • E – learning courses • Video lectures on demand • Live and interactive programs (i.e. EDUSAT Program of IIRS)

  16. It is more of open mind, providing access and sharing resources than the technology and advances that will fasten the process to enable the geomatics knowledge society ~ Thanks to the organizers for giving an opportunity to share our views at Map World Forum 2009
