  5. There is nonational strategy for the development of the learning society

  6. There is no independent co-ordinationand initiatives

  7. The role of civil society and NGOs is very weak

  8. The efficient use of the growing expenditure by the NDP and the EU is not ensured

  9. The principle ofquality and achievment does not apply in the field of training

  10. The level of vocational training is too low anddoes not meetthe requirementsof the labour market

  11. The closing up and the integration of the disadvantaged groups are late

  12. The government does not urge enterprises through legal regulations to invest into training and education

  13. The new citizens of the EUin the acceded countriesare waiting for a solution from theEuropean Parliament

  16. Today folk high schools are based on▪ individuals ▪ families ▪ and local communitiesto meet the requirements of our rapidly changing world ▪
