Overall Findings • Progress was visible across most sectors from 2007 until the earthquake • Perception data indicates major issues in Cité Soleil to be economic, education and security-related • Security sector was improving from 2006-2010 but the earthquake reversed this – current perceptions of personal safety are very low • Governance sector has shown a huge decline since the Earthquake, primarily due to declining perceptions of effective governance and policing • Gangs remain a threat – numbers are seen as growing; experts seem to indicate that there is has been a shift from political to criminal motivation • Unemployment and under-employment is a major cause of instability • MINUSTAH is seen as more effective than the HNP • HNP is viewed as corrupt and ineffective • Social and familial cohesion has decreased since 2007. Since the earthquake, the impact of this disintegration has become an even greater source of instability
