  1. Strategy Working Group Objective: To define the drivers of deforestation and degradation

Definitions • We need to do more work to develop these definitions in the context of REDD+ and also in the context of needing to ensure the inclusion of other ecosystem services (watersheds, disaster alleviation, livelihoods...). • Define Forest – the forest ecosystem: flora and fauna • REDD Define Degradation and Deforestation : • Degradation – fires, unsustfuelwood collection, invasive species, roads, livestock grazing • Deforestation – forest clearance/conversion to other uses • We also need to define: • + conservation, sustainable management and carbon enhancement

Drivers of deforestation and degradation • Direct • Encroachment/ Forest conversion • Industry/Commercial infrastructure/Roads • Urbanisation + Rural settlement • Agriculture and Aquaculture • Mineral/Gas exploration and extraction • Hydropower development • Unsustainable harvesting • Unsustainable logging (illegal and legal) • Unsustainable harvesting of other flora and fauna (e.g. mismanaged shifting cultivation methods, wildlife poaching, livestock grazing...) • Invasive species • Disease • More to come....

Drivers of deforestation and degradation CONT... • Indirect • Population growth, food & livelihoods security • Conflicting policy and legislative weaknesses/loopholes • Lack of political commitment • Lack of economic system to value ecosystem services and no payments system for ecosystem services • Governance weaknesses – corruption, nepotism, lack of accountability, low levels of law enforcement, leakage in forestry accounting • Lack of information/research e.g. What are sustainable harvesting levels for each of our forests? Optimum level of ecotourism? ... • More to come....

Actions • We need actions to deal with each of the direct and indirect drivers... • Examples: • Reform land management policy and improve forest area demarcation • Improve harvesting practices • Provide alternatives livelihoods to some forest dependents • Design sustainable cash crop cultivation • Resolution of conflict between policies and legislation • Improve compliance of policies by government agencies • Review forestry accounting system • More to come....
