  2. Intense use of land to be promoted – higher densities, FAR/FSI and change of norms to suit local situations. • Alternative methods of land assembly to be pursued. • Public-private partnership to be encouraged.

  3. Exploitation of land by public agencies for higher return should be discouraged to check rising prices of land. • Urban reforms to be speeded up so as to enhance urban governance and service delivery. • Encourage township type of development in totality.

  4. Encourage State Govts. to frame State Level Housing and Habitat Policy. • Urban and municipal reforms, already in process, should be speeded up. • Suitable incentives for promotion of rental housing.

  5. Fiscal incentives for the building material industry to continue for appropriate and alternative materials technologies. • Demonstration of technologies at grass-root level. • Training and certification of artisans.

  6. Preventive measures for disaster mitigation should be emphasised. • Usage of appropriate technologies to be ensured at the Plan sanctioning stage. • Need for an integrated approach to identify, develop, promote and field application of innovative composite materials and technologies.

  7. Action plan for development and dissemination of promotional packages on available technologies for construction of houses. • Awareness programme including sharing of knowledge, experience and best practices. • Intensify and support research efforts to find new substitutes or optimize the use of non-renewable resources. • To promote mixed use of land for cross subsidization of EWS.
