  2. Introduction • Board of County Commissioners direction of April 2008 to assess efficiency of development review process and availability of land • Public Outreach including 5 public workshops, Council for Economic Outreach, North Florida Homebuilders Association, and Staff meeting time

  3. Recent Activities • Special Meeting with Board of County Commissioners on December 2, 2008 • Request to Advertise approved by the Board on January 27, 2009 • First Public Hearing on February 10, 2009

  4. Types of ULDC Changes • Development Review Process • Clarification and Simplification of Standards • Scenic Road Advisory Committee • Open Space stormwater design criteria • Other Beneficial or Relevant Code Changes

  5. First Hearing discussion items • Move diagrams regarding open space stormwater design to a staff created handbook • Scenic Road Advisory Committee • Explanation of canopy shading • Explanation of parking standards

  6. Scenic Road Advisory Committee • Recommend removing language regarding the Scenic Road Advisory Committee from the ULDC. Staff will become the body that implements the ordinance and brings recommendations to the Board.

  7. Shading of roadways • Section 407.41(l) still requires 30% of site under mature canopy within 30 years • Strict interpretation of clear zones at intersections may limit the number of trees allowed to shade the road • Moving multi-use path outside of right-of-way may allow canopy to be provided on lots instead of in the right-of-way • Requiring a 20-foot-wide planting space for some large canopy trees may result in developers choosing smaller trees which may result in less shade on roadways

  8. Parking • Staff recommends keeping the current proposed language which provides flexibility, discourages increasing parking, but also ensures that adequate safe parking is provided.

  9. Recommendation • Recommendation • Convene as the Land Development Regulation Commission (LDRC) and find the proposed code amendments consistent with the Comprehensive Plan. • Reconvene as the Board of County Commission and adopt the ordinance amending the Unified Land Development Code (ULDC).
