Who is Health Information Management? • Branch within the Administration, Finance and Accountability Division • 16 Staff specializing in health utilization data, financial data, privacy and confidentiality, and technical support • Key customers are Minister/Deputy, Executive, program areas, RHAs, health agencies and the general public

  3. Corporate Datasets Available • Over 30 corporate datasets supported by Manitoba Health on mainframe systems • A handful of other ‘manual’ datasets entered into desktop applications • Key corporate datasets have been pulled off the mainframe by HIM for ongoing analyses • While not a Data Warehouse, does provide easier access to previously ‘difficult to access’ information

  8. Recent Changes to Data Holdings and Analyses ICD-9-CM to ICD-10-CA • More Comprehensive • Includes Risk factors to health • Codes available now >30,000 from previous 12,000 • CA version has added about 3,000 codes to ICD-10 to “Canadianize” it

  9. Canadian Classification of Health Interventions (CCI) • Developed in Canada to complement ICD-10-CA implementation • Includes both surgical and non-surgical interventions • Diagnostics include imaging, tests, measurements, biopsies and explorations

  10. Canadian Classification of Health Interventions (CCI) Cont’d • Cognitive, psychosocial and sensory therapeutic interventions • Assistance with activities of daily living, environmental assessments, and counselling • New category of therapeutic interventions strengthening the immune system

  11. National Discharge Abstract Database (DAD) • Effective for discharges April 1, 2004 • Coded according to national standards • Facilitates national comparisons • Opportunities for training and educational support • Access to analytic tools developed by CIHI

  13. National Discharge Abstract Database (DAD) • Case Mix Grouping • Alternate level of care information • Some fields from MB abstract appended to Manitoba file • Prenatal visits, weight, education, smoking, alcohol consumption, folic acid

  14. New National Data Offerings Available to RHAs • eCHAP reports • Include info on: • volumes • lengths of stay • demographics • deaths, transfers • alternate levels of care • admission types • special care unit utilization and resource intensity

  15. New National Data Offerings Available to RHAs cont’d • Each RHA has a designated organizational contact to request added users to the service • Can create customized reports by: • CMG • MCC • Provider Service • Patient Service • Peer Group • Hospital Summary

  16. New National Data Offerings Available to RHAs cont’d • Can access current fiscal year and two previous years • Updated 85 days after end of quarter • Reports are cumulative and produced quarterly • Peer Groups are defined by bed size and type of facility

  17. HIM Adhoc Services Continue • HIM will continue to provide additional support around analysis of hospital abstract information ( e.g.,geographical analysis). • Ad hoc requests can be requested once annual reports are distributed

Portal Project – CIHI • Recent pilot project by CIHI - subset of the entire national discharge abstract database to authorized users • Uses a product called MicroStrategy that provides a ‘data warehouse’ capability • Only require Internet access • Pilot looked at value and feasibility • Hugely successful – now in Beta Phase • Beta test will look at privacy, confidentiality and security issues and Service Agreements
