  3. Context • Article 42(4) of 1260/1999 • Requires mid-term evaluation update by end 2005 • At OP and CSF level • Commission guidance • Working Paper issued • Also separate paper on ESF

Final Evaluation in Ireland • Process has not yet started • Evaluation Unit to prepare paper • Evaluation will be a “light touch” • Will cover EU-funded measures (CSF) • Update mte analysis to end 2004 • Main issues • Progress to end 2004 (1st 5 years) • Update on developments since mte • Focus on impacts or likely impacts

  5. Final Evaluation in Ireland • Process likely to start in H2 2005 • OP evaluations followed by CSF • Some may be carried out internally • Will try to focus on issues relevant to post 2006 • Regional competitiveness and employment objective

Final Evaluation - Czech Republic • Commission sees 2004 to 2006 as opportunity to develop evaluation capacity • Recommends that new MS should • Undertake update of progress in implementation of programes • Focus on outputs/results to date • Problems • Data only available for 1 year • Limited outputs and results • Trend analysis difficult

  7. Final Evaluation in Czech Republic • Might be better to focus on other issues • Management/implementation • Indicator quality • Project selection • Targeting • Cost developments/project management • Similar to pre mid-term evaluation in Ireland
