  1. Actions from previous meeting EMODnet Chemistry Alessandra Giorgetti (OGS, Italy) 3rd EMODnet-MSFD Coordination Meeting 8-9 December 2015, DG MARE, Brussels

  2. Actions from 2nd EMODnet – MSFD Coordination Meeting (27/2/2015, Brussels): • An assessment needs to be made of the relevance of EMODnet chemistry data to OSPAR/HELCOM. This will be achieved by follow-up meetings, including with appropriate technical groups. • The EMODnet Chemistry portal may be able to provide maximum impact on MSFD reporting by concentrating on the Mediterranean and Black Sea and through using methods developed in OSPAR and HELCOM. Chemistry portal to report back to the next meeting within 6 months. • Appropriate information must be provided in the metadata to identify chemistry/biology data that is suitable for inclusion in MSFD reporting based on QA and QC procedures used in collecting it. HELCOM and OSPAR indicator specifications should identify the appropriate metadata needed. EMODnet Chemistry and Biology to report back on progress to next meeting, including possibilities to filter data on these metadata fields and progress in developing mechanisms for accessing data from non-EMODnet partner sources. • The Secretariat will collate requests for specific tools/products/provisions from MSFD users to portals and ensure the relevant people are informed. It will also track progress of the requests. • OSPAR and HELCOM will set up dialogues with the Biology and Human activities portal to explore how EMODnet can contribute to upcoming and future data assessments. If suitable, the progress of this dialogue and subsequent actions will be presented as a talk at the EMODnet jamboree in October. •  “Health warnings” need to be added to many pages on all portals to inform the user that the outputs are still under development and are not necessarily a comprehensive data set/overview. Secretariat to report back on progress to next meeting. • Metadata information needs to be improved to include confidence levels and other information on QA and QC. Report back on progress at next meeting. • A project to examine use-cases of relevance to MSFD for a particular sea basin as a way to identify gaps and ways forward on making EMODnet relevant for MSFD would have great benefit. It could build a series of layers of different parameters of relevance to MSFD and identify gaps. This would need independent funding initially and could ultimately be integrated in the scope of the sea-basin checkpoint activities. • A future meeting needs to include EMODnet Seabed Habitats project.

  3. Actions and Next Steps: • Appropriate information must be provided in the metadata to identify chemistry data that are suitable for inclusion in MSFD reporting based on QA and QC procedures used in collecting it, including possibilities to filter data on these metadata fields • HELCOM and OSPAR identified metadata needed: • Purpose of data collection • Matrix selectioncriteriapossiblyadded to CDI mask • Regions and sub-regionscriteriapossibly added to CDI mask • ICES, HELCOM and OSPAR have provided necessary information (shape files) • Separate contact ongoing with BSC and UNEP-MAP 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  4. Comparison between EMODnet and ICES data portal: • Some HELCOM sub-basins are missing in EMODnet • Differences in Parametergroupdefinitions and EMODnetvocabularies (P02) • No information of Type of purpose of monitoring or name of monitoringprogram in EMODnetBUT Project name or Datasetnamecould include (and help obtain) this information • In EMODnet: usefultool to aggregate per cruise/project/station • In EMODnet: useful to be able to explorealsoAcademic, licenced and by negotiation data • ….. 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  5. ICES Data Submission: • Analysis of information available through ICES data portal: • Data submissionsystemaccording to purpose of data acquisition, with connectedmetadata http://admin.ices.dk/Submissions/index.aspx?t=1

  6. ICES Data Submission: • Analysis of information available through ICES data portal: • Data submissionsystemaccording to purpose of data acquisition, with connectedmetadata

  7. To submit metadata:

  8. QA/QC metadata for Oceanographic data: Oceanographic data managed by EMODnet undergo standard ICES Guidelines on QA/QC 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  9. QA/QC metadata for Environmental data:

  10. QA/QC protocols : EMODnet has carried out an inventory of “ex ante” QA/QC protocols among all partners, including details of confidence level. All information will be made available and associated to EMODnet laboratories EMODnet is also facing the issue to identify the purpose of data collection, besides the distinction between “monitoring” and “research” 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  11. Identify data collection purpose proposal: Use of C34 vocab integrated with information of ICES:

  12. Matrix selection criteria (hierarchically linked to Discovery parameters) Biota Sediment Sea Water 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015

  13. Filter by the different RSCs boundaries Shape files comparison in the Baltic Sea: more sub-basins, some different boundaries HELCOM shape file EMODnet shape file 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  14. Filter by the different RCs boundaries • North Sea: OSPAR not aligned with coastline… OSPAR shape file EMODnet shape file • no shapefiles for the Mediterranean and Black Sea 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  15. “Health warnings” have been added 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  16. A project to examine use-cases of relevance to MSFD to identify gaps and ways forward on making EMODnet relevant for MSFD would have great benefit. • DG ENV/MSFD Action Plans / 2014: ActionMed project (HCMR) • BalticBOOST (Helcom) • EcApRHA (Ospar) • Started 1/11/2015 with 15 months duration • Support the development of Information Management System to address data and knowledge gaps in Mediterranean • Task 4.1: How the existing data and information management infrastructures address the identified gaps and needs in MSFD implementation (Corila, OGS, UNEP/MAP, HCMR and Maris) • Subtask 4.1.1: Analysis of the fitness for purpose and completeness of EMODnet portals in the Mediterranean area (lead: OGS)

  17. On-going cooperation with BSC • BSC participated to EMODnet Chemistry annual meeting (16th June 2015) • EMODnet Chemistry participated to 31st BSC Regular Meeting (8th October 2015) • Resolution: The Commission welcomed the possibility of cooperation with EMODnetProject • We are jointly working on Memorandum of Understanding to formalise cooperation 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE

  18. Memorandum of Understanding with the Commission on the Protection of the Black Sea Against Pollution (Bucarest Convention) • Formalisation of activities: • •EMODnet Chemistry will give BSC access to regional products for supporting generation and management of MSFD indicators; • • EMODnet Chemistry will participate in the BSC Advisory Groups meetings (PMA-Pollution Monitoring and Assessment, LBS-control of pollution from Land Based Sources); • •BSC will support EMODnet Chemistry project in data uptake by identifying and mobilizing additional data sources in the Black Sea, where permissible; • • BSC will make efforts to contribute to the validation of EMODnet results with regional experts; • • BSC will try to participate in EMODnet Experts Workshops, whenever possible; • • BSC will consider the possibility to join in EMODnet Phase 3 proposal. • Interaction essential for tuning EMODnet results to fit BSC purpose 3rd EMODnet-MSFD Coordination Meeting, 8-9 December 2015, DG MARE
