  4. GOVERNMENT AND POLITICAL CONDITIONSUntil 1990, the Mongolian Government was modeled on the Soviet system; only the • communist party--the MPRP--officially was permitted to function. After some instability during the first two decades of communist rule in Mongolia, there was no significant popular unrest until December 1989. Collectivization of animal husbandry, introduction of agriculture, and the extension of fixed abodes were all carried out without perceptible popular opposition.

  5. The birth of perestroika in the former Soviet Union and the democracy movement in Eastern Europe were mirrored in Mongolia. The dramatic shift toward reform started in early 1990 when the first organized opposition group, the Mongolian Democratic Union, appeared.

  8. AGRICULTURE The policy aims to develop agricultural processing industries for processing raw materials of animal origin. Initiatives are to be introduced in the animal husbandry and export oriented industries as well as in SMEs sector. These should create conditions to increase productivity of these industries. Efforts are made to improve animal originated raw materials, quality of products, processing of products and setting up international quality standards. Initiatives should also aim to increase exports of wool and cashmere products, and meat. Establishment of wholesale and retail networks connecting urban and rural areas i.e. herders with manufacturers is to be supported. Number of sector-oriented programmes, such as Cashmere, Wool, Skin and Hides and Meet have been prepared and are being implemented in order to improve competitiveness of the sectors.

  9. HEAVY INDUSTRY AND MINING The policy aims to encourage domestic and foreign direct investment and to increase exports and processing. Rights of investors should be protected through strengthening legal, tax and financial systems. It is intended to conduct the research for copper, gold, coal, precious stones and to support activities of the private sector towards discovering new deposits and increasing local processing and value adding.

  10. TOURISM The policy aims to improve the quality of tourism services up to international level through implementation of a tourism development strategy. Support should be given to the private sector to increase opportunities to advertise in key markets.

  12. Climate/ Weather • Mongolia's climate is dry, with short, mild summers and long, harsh winters from October to April. Summer sees a small amount of rain, while it snows quite heavily in winter. Very warm, thick clothes are required for anyone wishing to visit during winter.
