  2. PRESENTATION OF EMPLOYERS’ ALLIANCES

The French origin of Employers’ Alliances • EA appeared in France in the mid-eighties to legalise a common practise in agriculture: sharing personnel and machinery between neighbours. • The number of EA increased considerably end of the nineties. • Today, they work in all sectors: agriculture, crafts, construction, industry, commerce, services to enterprises and individuals, sports, culture, …. • In France exist more than 5 000 EA with 35 000 employees and 30 000 member-enterprises

  4. Sharedwork-time • Enterprises often have regular, but partial needs of competencies. The lack of these competencies can slowdown their development and even threaten their existence. However, these needs don’t always justify full-time and long-term recruitments. • In the same time, the employees expect a stable job near to their living places. • This situation is an increasing problem, to which Employers’ Alliances have a tailor-made and efficient solution.

Dynamics of local human resources • An Employers’ Alliance (EA) is an enterprise, established by enterprises. • The EA recruits personnel in order to place the employees in shared time at the disposal of the member enterprises, accordingly to their needs. • The member enterprises thus share the work-time and the competencies of the employees of the Employers’ Alliance.

A pragmatic response to the enterprises’ needs • The mutualisation of workforce enables the enterprises of local labour markets to adjust their human resources to their ups and downs of activities and contributes to the development of a pool of locally available competencies. • The employees of an Employers’ Alliance are recruited only according to the needs of the enterprises. • By the follow-up of their careers and the support of their vocational training the employees are motivated and have a strong capacity of adaptation.

Stabilisation of employment for employees • Besides the stability of employment – the majority are full-time and unlimited contracts – and the possibilities of formation, the employees also can change the enterprise and diversify their experience and competencies. • The employees have numerous advantages to pursue a successful career. • EA provide for their employees a perspective of life, access to credits etc….

An economic and social solution nearby • Due to EA, the economic network, the social cohesion and the quality of life of regions is strengthened. • This can, specially in rural areas, contribute to avoid the loss of competencies to the next urban centre and to initiate the development and the creation of new enterprises within the regions, ensuring, that they can find the partial or long-term workforce, which they need. • The creation of stable and suitable jobs increases the attractiveness of enterprises, specially of SME and very small enterprises.

Transfer in Europe • The French model of EA soon interested Belgian and German partners, (tamen and the Mission Locale Etterbeek) who adapted and diffused the model in their countries, with technical support of the CRGE Poitou-Charentes and financial support of the EU. • Germany : Number of EA: 7 Number of employees: 96 Number of members (enterprises): 120 • Belgium : Number of EA: 3 Number of employees: 22 Number of members (enterprises): 35 • Actually, the tool is implemented in Austria: 1 EA, 6 employees, 12 members
