  13. Current Functionality • Global Directory Across all Participants, Including Name/Agency/ Skill-based Searches, and “My Contacts” • Multi-Level Incident Management • Law Enforcement Queries (VCIN) – WALES & MILES in Final Testing • One-to-One & Group Instant Messaging (Public & Private Discussions) • Logging and Detailed Reports

  14. Current Operational Uses • Law enforcement queries • Incident Management and Monitoring During Localized and NCR Impacting Events (Greatest Use by Transportation Agencies) • Cross Jurisdictional and Cross Discipline Coordination (In Support of Law Enforcement Activities and CapWIN Incidents)

  15. Today’s Presentation • CapWIN Background & Vision • Operational Status & Current Participants • Recent Operational Events/Exercises • System Overview & Development Roadmap • CapWIN Live System • Questions

  16. Recent Operational Events • Operation Gallant Fox II • Pentagon Exercise Involving Multiple Agencies/Jurisdictions (7 Agencies) • CapWIN Used for Individual and Group Communication Across Agency Mobile Units – Utilized Multi-Level Discussions (Public and Private) • World War II Memorial Dedication • CapWIN Used for Communication and Coordination Across Participating Agencies (11) • Provided Detailed Logging of Key Events in Support of Law Enforcement Activities and Transportation Management • Reagan Funeral • Used in Support of Transportation Coordination (Primarily DDOT) as well as FBI/WFO Participation in Law Enforcement Activities

  17. Ongoing Operations • CapWIN Continues to be Used Daily by the 20 Participating Agencies • Beyond Planned Events & Exercises, the Benefits of Interoperability are Already Being Realized Through CapWIN, Including Cross Jurisdictional Law Enforcement Coordination, Incident Participation and Monitoring, and Global Directory Use (Easily Identifying Resources Across Agencies)

  18. Today’s Presentation • CapWIN Background & Vision • Operational Status & Current Participants • Recent Operational Events/Exercises • System Overview & Development Roadmap • CapWIN Live System • Questions

  19. Technology Considerations • Minimal impact on existing systems • Can’t afford to modify or replace systems • Extensive use of commercial-off-the-shelf (COTS) software • Technology Standards • TCP/IP, XML, HTML, IEEE 1512 • Open, scalable, reliable Web-based architecture. • Efficient use of limited bandwidth for wireless systems.

  20. Communications Methods • Cellular Digital Packet Data (CDPD) • Code – Division Multiple Access (CDMA) • Time Division Multiple Access (TDMA) • Global System for Mobile communications (GSM) • General Packet Radio Service (GPRS) • 1xRTT / 1xEVDO • Wireless Fidelity (WiFi) 802.11 • Radio Frequency (RF) • 800 MHz (high frequency)

  21. Security • CapWIN Login • FIPS 140-2 Compliant (Federal Information Processing Standard) • Strong Encryption (256) • VPN • Law Enforcement Login • WALES, MILES, VCIN

  22. Communications Workflow

  23. Incident Management User Directory My Contacts Groups Units Instant Messaging Chat Rooms Email Attachments Document Photo Floorplans Other Task 1: Messaging/Email

  24. Law Enforcement Queries Task 1 • Name • Registration • License • Local Files • Local Warrants • Protection Orders • Concealed Weapons Permits • Future Files WALES, MILES, VCIN, NCIC, NLETS

  25. Incident Management Support Task 1 • Incident Name • Location • Incident Types and Sub Types • Incident Description • Messaging • Chat Rooms • File Sharing

  26. Automatic Notifications Task 1 • Notification Types • Triggers • Location • Recipients • Notification List • Notification Subscriptions

  27. Task Two • Planning and design that will allow mobile access to regional transportation (traffic) management centers in Virginia and Maryland • Provides for planning and design for access to hazardous materials information
