  3. Senate Bill 1298 • Purpose is for DG deployment to have minimal impact on air quality • Requires emission limits of smaller DG sources to ultimately meet central station power plant limits • Requires limits to reflect electricity and useful heat provided 3

  4. SB 1298 Requirements • After January 1, 2003, every DG unit in California either certified by ARB or permitted by district • Required ARB to develop certification program for exempt technologies • Required ARB to develop guidance document for permitted technologies 4

  5. Certification Program • Applies to manufacturers • Applies to new units sold after January 1, 2003 • Affects exempted sources • Microturbines (Less Than 300 kw) • Fuel cells 5

  10. Guidance Document • Assist districts with permitting DG technologies subject to district jurisdiction • Create consistent permit conditions and BACT limits for permitted sources 10

  11. What Does the Guidance Address? • Applies to DG less than 50 MW • Recommended BACT limits for turbines and engines • Other recommendations for permit conditions 11

  12. 2005 Technology Review • Required in DG Certification Regulation • Findings must be reported to the Board by July 2005 12
