Waste on Ships Handling and control of waste on ships is generally regulated through the appropriate MARPOL Annexes Recent developments: • Annex I – MEPC 61 adopted revised Guidance on the completion of the ORB on board. The latest revisions have implications to tank designations and also pumping arrangements to ensure compliance. DE 54 to discuss Annex I equipment upgrades. • Annex II – Revision EIF January this year. “Probo Koala” incident has implications for adequate PRF • Annex III – The only MARPOL Annex that does not specify a requirement for PRF – however FSI Sub-Committee is presently assessing this.

  3. Developments continued • Annex IV – MEPC precedent set for an Annex IV sewage ECA in the Baltic Sea – What Annex IV standards will be required? Present AWT systems do not comply with the ECA demands for MDC for Nitrites and Phosphates. Possibility of two tier standard? What will be the vehicle for regulating “Greywater”? • Annex V – Revised regulation now all inclusive – clearly the target is for prohibiting ALL discharges into the sea – Storage and handling facilities on board will need much greater attention. IMO Annex V Guidelines now under review • Annex VI – Annex VI residues, scrubber waste, SCR waste etc, etc, - special arrangements to be designed on board?

Other developments • ISO standard for “Garbage Management on board Ships” due to be released early – mid 2011 • ISO standard being developed for PRFs • FSI Sub-Committee producing Guidance for PRF • Design and Construction implications to provide appropriate on-board facilities for both short, medium and long term storage and handling of operational waste and garbage.
