Selected 2007 Showcases include: Orange County Convention Center, Florida Forest City Military Communities, Hawaii City of San Jose, California Solar America Showcases Activity Objective: Promote large-scale, high-impact solar installation projects via technical assistance Eligible Applicants: Businesses, developers, cities, states and other organizations (not federal agencies) Desirable Projects: • 100 kW+ minimum project size (required) • Use novel technology • Use novel technology application • Replicable

Solar America Cities Activity Objective: Partner with cities of 100,000 or more committed to • achieving a sustainable solar infrastructure • through a comprehensive, city-wide approach • that facilitates mainstream adoption of solar • and serves as a model for other cities to follow. Project Overview: Cities receive a combined $2.6M in financial assistance plus approximately $3.25M in technical assistance. Cities must match the financial assistance amount only.

  3. Solar America Cities Why Solar America Cities? By targeting electricity load centers, DOE can maximize the impact of solar technology as it penetrates large markets. This brings us closer to our SAI goal of cost-competitiveness by 2015. Why Tiger Teams? Tiger Teams augment financial assistance received by providing expert guidance, accurate information, and a wealth of solar knowledge. This helps ensure that the city heads toward full solar sustainability, instead of one-off projects.

FY 2007 Solar America Cities The 13 Solar America Cities selected in 2007 are: Eight are among the largest 50 cities in the U.S. Solar America Cities are located in 11 states. • Pittsburgh, PA • Portland, OR • Salt Lake City, UT • San Diego, CA • San Francisco, CA • Tucson, AZ • Ann Arbor, MI • Austin, TX • Berkeley, CA • Boston, MA • Madison, WI • New Orleans, LA • New York, NY

Areas of Potential Technical Assistance (1) Solar Technology Assistance: • Technology Selection: Determine appropriate technology solutions for desired applications. • User Training: Ensure appropriate user training for long-term project sustainability. • Monitoring: Conduct performance monitoring of installed PV systems, through the installation of data acquisition systems, field testing, and remote monitoring. City/Municipal Planning: • City Planning: Help incorporate solar into municipal-scale energy, emergency preparedness and environmental plans. • Regulatory Support: Provide expertise in regulatory issues associated with solar energy systems projects (e.g., zoning, permitting). • Policy Making Assistance: Contribute “best practices” and technical data to assist cities in making policy decisions. Market/Financial Support: • Project Financing: Provide analysis on solar options available and facilitate interface with the financial community. • Insurance: Provide guidance on insurance issues for solar energy systems. • Market Analysis and Consumer Behavior: Provide expertise in market trends and consumer behavior.

Areas of Potential Technical Assistance (2) Architectural/Structural Support: • Building Codes Review: Review city building code and suggest revisions that are “solar friendly.” • Architecture: Provide architectural expertise to help ensure projects are well integrated into existing and new construction. • Structural Analysis: Provide expertise in building-mounted solar systems, where issues of weight, wind, and loading must be taken into account. Technical Project Implementation: • Preparation of bid specifications: Help develop performance specifications for the procurement of residential, commercial, and industrial scale solar energy projects. • Review of bids received. Communications: • Outreach: Help conduct outreach activities to share “success stories” with city residents and others. • Best Practices: Help develop “best practices” models based on city’s solar experiences that could benefit other Cities.

  7. Federal Tax Incentives for Solar Energy • The Energy Policy Act of 2005 (H.R. 6) expanded the Federal business energy tax credit for solar and geothermal energy property to include fuel cells and microturbines installed in 2006 and 2007, and to hybrid solar lighting systems installed after January 1, 2006. • Federal tax credits were then extended through December 31, 2008, by Sections 206 and 207 of the Tax Relief and Health Care Act of 2006 (H.R. 6111). The Federal tax credit was previously 10% for businesses that invested in or purchased solar property prior to 2006. • Businesses: For eligible equipment installed from January 1, 2006 through December 31, 2008, the tax credit is set at 30% of expenditures for solar technologies, fuel cells, and solar hybrid lighting. • Solar energy property includes equipment that uses solar energy to generate electricity, to heat or cool (or provide hot water for use in) a structure, or to provide solar process heat. • Residential: Tax credit is 30% up to $2,000 for the purchase and installation of solar electric and solar water heating property. (Solar water heating property must be certified by the Solar Rating Certification Corporation or comparable entity.)
