  4. CG-54 • RDML Watson, CG-54 and Sponsor of the NBSAC will be here tomorrow. • RDML Watson will be advancing to a new USCG position in June. • RDML Cook will be the incoming CG-54.

  5. CG-5422 Boating Safety Division • New grant management standards from DHS in the works. • To be prepared for new standards, CG-5422 has been approved to reorganize. • Adding a new Grants Management Branch to the Division. Two new positions & transferring other grant staff to this Branch.

  6. Resolution Updates

Resolution # 2007-80-01RBS Funding Authorization Expires at the End of FY 2009 • Coast Guard working closely with the U.S. Fish & Wildlife Service and other government components toward reauthorization of the Sport Fish Restoration and Boating Trust Fund. • Also providing technical information to the Angling and Boating Alliance.

  8. Resolution # 2007-80-01RBS Funding • If reauthorization is not accomplished by 30 September 2009, extension of current law is expected. • Due to probability that proposal will be attached to a Highway Bill, an extension is expected. In this scenario, a longer-term extension is desirable as opposed to multiple short-terms.

  9. Resolution # 2007-80-02Federal Boat Operator Education • Coast Guard LCP developed and awaiting final clearance. • Will be a part of the expected Coast Guard Authorization Bill. • No prediction for action to be taken.

Resolution # 2008-82-01Measures of Effectiveness in Grant Projects • Where possible, cost effective and appropriate, this is being required of each project. • Some projects not conducive to such a measure (i.e.: partnering grants, measurement projects, standards/policy setting, IBWSS, etc.) or cost/extensiveness of such a measure is too prohibitive.

Resolution # 2008-82-02Hull Identification Number Expansion Alternative • USCG will review and monitor this proposal and its implementation. • As costs and benefits of such a system are determined by NMMA and other participants, the system will be considered as a possible alternative to the expanded HIN proposal from NBSAC.

  12. 82nd Meeting Action Items • Accident reporting task force – Recently completed proposal to be presented. • Distribution of strategic plan data to Council members – Recently completed this and will continue to improve. • Add measure of awareness to Wear It campaign • National Survey will be key measure. • Further discussion on this may be needed.

  13. 82nd Meeting Action Items • Re-examine use of land-based observation of life jacket wear – We have considered this and have 2 findings and a determination: • Scientific credibility of current method appears to be sound. • To assure credibility, will conduct an on-water validation study of JSI findings. • As is required, the JSI findings are available to the public and are currently supported by the USCG.

  14. 82nd Meeting Action Items • Convey to TSAC that the barge lighting effort is not intended to be a mandatory requirement, but rather an option – Completed, and TSAC has submitted a letter of support for continuation of the related grant project.

  16. National Recreational Boating Safety Program Strategic Plan • Implementation going well, with many measures taking place or soon to take place. • 20 Partner Organizations Now!

  17. RBS Performance Goal Accomplishments • Preliminary 2008 statistics indicate some successes and some work to do. • Casualty goals probably not achieved, and particular concern that increase in deaths may be substantial for 2008.

  18. RBS Objective Accomplishments • Manufacturer compliance objective was achieved! Target – 5% reduction of discrepancies. Actual – 6.7% reduction. • Target life jacket wear rate of 4.84% for adults on open motorboats was achieved – actual of 5.2%!

  19. 2008 Boating Statistics Report • 2007 data published in June 2008, the earliest this Report has been published in 15 years. • Report publishing target for 2008 data is May 2009 for marketing and planning purposes.

  20. National Boating Survey • Contracting process for survey is being completed now, but has been delayed. • Seeking a 5-year contract to cover first 3 surveys – every other year. • Striving for Fall 2009 implementation.

  21. Life Jacket WearJSI National Observation Study • 2008 JSI Study Completed and Results Available: • No overall significant change from prior 10 years (22.6% in 2008). (Historical range of 21.3% to 23.9%) • However, strategic plan goal was met concerning adults on open motorboats!

  22. USACE Life Jacket Mandate Effectiveness Measurement Project • U.S. Army Corps of Engineers, Pittsburgh District continuing to require everyone onboard vessels <16’ in length to wear life jackets. • Northern Mississippi (4 lakes) mandating life jacket wear for all on boats <16’ and for all on motorboats 16-26’ underway effective 2009.

  23. USACE Life Jacket Mandate Effectiveness Measurement Project • Pittsburgh District – 2 test lakes and 2 control lakes included in observation study. • Northern Mississippi – 4 test lakes and 2 control lakes included. • Study is reviewing wear rates and participation impacts.

  24. USACE Life Jacket Mandate Effectiveness Measurement Project • Baseline data gathered in 2008. • Mandates and/or compliance measures being implemented now. • Will study effectiveness this year. • Validation study to also be conducted.

USCGA & USPS Vessel Examinersto Wear Inflatable Life Jackets • CG-542 purchased and has distributed 10,000 inflatable life jackets. • Most Vessel Examiners wearing life jackets when doing safety checks, and educators often wearing them in courses. • Working with USCGA and USPS to gain 100% of VE wear of these devices.

  26. Nonprofit Organization Grant Training Session Recently Held • Offered 9-10 March 2009 in Washington, D.C. • Approximately 20 participants. • Designed to assist applicants and recipients, and to improve the program.

  27. National Nonprofit Organization Grants • Continue to emphasize grants related to goals and objectives of the Strategic Plan. • Continue to push for effectiveness measures where possible. • Grants.gov electronic application filing issues this year to be resolved. • Current applications about to be scored.

  28. Propeller Strike Avoidance • Initial education package for rentals produced and distributed at 2008 IBWSS in San Diego, CA. Converting materials to electronic format this year. • Work plans for regulatory projects for cut-off switch installation and use, and for operator to turn engine off, are in final clearance and NPRM is being drafted.

  29. Propeller Strike Avoidance • ABYC in phase 2 of developing performance standards for “prop guard” type devices.

  30. 17-Character Hull Identification Number Proposal from NBSAC • Currently finishing the cost/benefit analysis. • If results support continuing action, a work plan for a regulatory project will be initiated next.

Vessel Identification System (VIS) • VIS became operational late September 2007. • Twenty four states have submitted signed MOAs to date, along with 5 territories and the District of Columbia. • State participation essential to make VIS effective as a law enforcement and maritime security strategy.

Estimating Future Recreation Demand - Boating • A new Coast Guard research project to assist with planning and estimating future fuel tax receipts to be completed this fall. • Utilizing method developed by Dr. Glenn Haas for the Bureau of Reclamation. • Develop estimates for the 5, 10 and 15 year periods, utilizing a charrette.

USCG Prevention Program Analysis • At Nov. 2008 NBSAC meeting, S.S.I. interviewed select NBSAC members to gather comments on their perception of the effectiveness of USCG prevention programs. • Data gathering has just been completed. • Report expected out soon and will be shared with NBSAC members when ready.

  35. NBSAC Member Items • Thank you for early submittal of 83rd items. It allows for more timely and comprehensive responses. • Most will be addressed during this meeting.

  36. Small Vessel Security Update

  37. Small Vessel Security • National SVS Summit hosted by Secretary of Homeland Security and Coast Guard Commandant June 19-20, 2007 in VA. Community input needed to develop acceptable small vessel security plan. • Report from National SVS Summit completed and available on line.

Small Vessel Security • Regional SVS Summits were held around the country to gather more input for development of DHS Small Vessel Security Strategic Plan and Implementation Plan. • DHS Small Vessel Security Strategy completed and released by the Secretary at the NMMA’s ABC event – April 2008.

  39. Small Vessel Security • Goals and objectives of SVS identified in Strategy document. • Implementation Plan completed & in final clearance. • Communication Plan now being developed.

  41. 83rd Meeting Challenge #1 LIFE JACKET APPROVAL PROCESS • PFDMA/NMMA Concerns. • 1) Does NBSAC concur with concerns and feel that further Coast Guard action is needed? • 2) If so, what mechanism should be utilized to develop an action plan?

  42. 83rd Meeting Challenge #2 NATIONAL RBS PROGRAM STRATEGIC PLAN • Keep the strategic plan implementation on track and moving forward. • Initiate development of next 5-year plan and coordinate with Coast Guard planning cycle.
