  3. Performance Report Part II Stages of Development • Performance Report Part II reinstituted for FY05 • States identified issues with Part II • Coast Guard partnered with NASBLA to form working group to revise Part II

  4. Performance Report Part II Working Group Members • State Representatives– - Fred Messmann, BLA Nevada - Pam Dillon, BLA Ohio - Alfonso Campos, BLA Texas - Terry West, BLA Georgia - Paul Niepling, BLA District of Columbia

  5. Program Measurement Tool • Criteria for determination of State’s eligibility under the State Recreational Boating Safety (RBS) Program • Primarily used to determine “…sufficient patrol (and)…adequate enforcement…” as well as “…adequate State boating education program… “ (46 USC 131)

  6. Program Measurement Tool • First promulgated in 1974 and was administered by the CG District Offices to approve the newly developed State RBS Programs for funding. • Current model has been changed to allow for the growth in boating and the growth in the State programs.
