Aggregate IT Purchasing ProgramBackground • September 2004 - Division of Budget issues Bulletin B-1170 - Cost Containment & Savings Proposals • OGS PSG seizes the opportunity to establish a new program to address DOB objectives by: • Centralized statewide contracting; decentralized agency purchasing • aggregated small agency volumes into large volumes IT Greening

  4. Why Computers? • REMEMBER THE GOAL: Cost Containment & Savings Proposals • A universally needed commodity – ability to leverage quantity • Savings can be realized both in purchase price and through energy efficient features

Aggregate IT Purchasing ProgramBackground Continued • October 2004 - OGS proposed to establish the Aggregate IT Purchasing Program • leverage volume of NYS purchasing power • exploit strategic sourcing best practices • December 2004 – Office for Technology provided OGS with anticipated agency PC purchases • March 2005 – OGS PSG establishes the Aggregate IT Purchasing Program

Aggregate Computer Purchasing Program History and Growth FEBRUARY 2005 - 1st Aggregate PC Purchase Focus - standard specifications & savings 4 configurations specified 11,000 units established JULY 2005 Focus – more robust savings 4 configurations specified 27,000 units established JANUARY 2006 - Environmental Requirement – Energy Star Focus - more robust specifications & savings 4 configurations specified 60,000 units est.

Electronic Product Environmental Assessment Tool, “is an easy-to-use, on-line tool helping institutional purchasers select and compare computer desktops, laptops and monitors based on their environmental attributes.” * EPEAT’s environmental criteria are contained in a public standard, IEEE 1620, recognized nationally as a leading environmental standard for technology * As defined on EPEATS website: http://www.epa.gov/epp/index.htm

(including unbundled displays).

Evolving Environmental Language “to fully support New York State’s environmental goals, the OCIO and OGS require that offerings for the Desktop PC-Business and Workstation Class categories be registered EPEAT Gold and the offerings for the Notebooks be registered EPEAT Silver. Desktop PC- Business and Workstations along with Notebooks must meet or exceed all of the following optional EPEAT criteria for standard configuration and standard option form factors….”

  13. 7 Optional EPEAT Criteria • 4.1.2.1 Elimination of intentionally added cadmium • 4.1.5.1 Elimination of intentionally added hexavalent chromium • 4.1.6.2 Large plastic parts free of certain flame retardants classified under European Council Directive 67/548/EEC • 4.1.7.1 Batteries free of lead, cadmium and mercury (not applicable for Displays) • 4.1.8.1 Large plastic parts free of PVC • 4.8.2.2 Packaging 90% recyclable and plastics labeled • 4.8.3.2 Minimum postconsumer content guidelines (not applicable for Displays and Notebooks)

Aggregate IT Purchasing ProgramNEW for 2010 - PRINTERS • The Total Cost of Ownership (TCO): Based on acquisition of the printer and 3 year warranty along with the projected cost of consumables (ink/toner) and replaceable service parts. Please note: The Personal Black and White category requires a 1 year warranty. For purposes of evaluation, selection and award, TCO is represented as a cost per page based on estimated print volumes for the duration of the required warranty period for the printer purchased. • Consistent with Executive Order 111 the specifications require every printer be Energy Star compliant • Consistent with the specification for printing devices being developed under Executive Order 4, all of the printers must be duplex capable. • The specifications require all printers delivered through this initiative must be delivered with the toner/ink cartridge(s) normally provided through the NYS printer contract. Replacement toner/ink cartridges must be the contractors’ highest yield cartridges available, not only because they are typically the most cost effective, but also because fewer cartridges have a positive impact from an environmental perspective.

  15. Potential Energy Star Savings Based on Estimated Planned PurchasesOf 12,700 Units in the 4 Categories of Workgroup Printers (Black and White: Low, Personal and High and a Color Printer). In all the 2009 Aggregate Printer Initiative Includes 10 Categories and an 16,750 printers Purchased.

Going Green – ENERGY REDUCTION Benefits • Energy Usage - 155.5 million kWh electricity to power 12,997 households for a year* OR the entire Empire State Plaza for 1.07 years • Energy Costs (life cycle energy use) - $14.7 million *Calculations provided by the Northeast Recycling Council, Inc. using Electronics Environmental Benefits Calculator, Version 2.0
