  1. Texas Commission on Law Enforcement Advanced Instructor Course

  2. NEED ASSESSMENT Where are we trying to go? Why? and Are we going the right way? Presented By:

  3. NEED ASSESSMENT Learning Objectives: The student will be able to define need assessment. The student will be able to list six steps in a need assessment. The student will be able to use the Mager and Pipe’s chart to determine the amount and type of training.

  4. NEED ASSESSMENT Have you ever heard this? “They are not doing it the way they are supposed to!” “We’ve got a training problem!” Often, these statements are only symptomsof a problem. The performance problem must be understood before a solution can be found.

  5. NEED ASSESSMENT Too often training is considered the first solution to performance problems rather than the last. Yet training is time consuming and costly and should be considered only after analyzing the performance problem.

  6. NEED ASSESSMENT A need assessment is a planning process focusing on identifying and solving a skill or task performance deficiency or problem.

  7. NEED ASSESSMENT A need assessment is a way of identifying the causes of differences between the desired performance and the actual performance, and may help determine the best method to address the issue.

  8. NEED ASSESSMENT If there is a difference between “what is” and “what ought to be”, there is a training gap that needs to be closed.

  9. NEED ASSESSMENT A need is the difference between a “desired” level of performance and the “actual” level of performance.

  10. NEED ASSESSMENT In other words: A need is the difference between how things should be and how they are!

  11. NEED ASSESSMENT Unfortunately, Trainers and their agencies often measure performance on; how many programs how many students how many training hours instead of effectiveness of the training

  12. NEED ASSESSMENT Training should be performance-based, designed to help solve on-the-job performance problems.

  13. NEED ASSESSMENT Training should address a task or skill that has shown a training need due to a performance problem or deficiency.

  14. NEED ASSESSMENT Performance problems happen when the student or employee lacks knowledge and skill needed to: Improve current performance Advance to next level Perform a new skill or task

  15. NEED ASSESSMENT To ensure that training is making a measurable performance difference for the task, skill or job; Trainers should evaluate their training programs!

  16. NEED ASSESSMENT A need assessment is often overlooked as the first step in the process of improving training to reach the desired performance level of a skill or task.

  17. NEED ASSESSMENT JOB STANDARD – INDIVIDUAL’S KNOWLEDGE, SKILL, OR ATTITUDE EQUALS A TRAINING NEED

  18. NEED ASSESSMENT Sources for identifying training needs Supervisors Citizen complaints Report reviews Court cases Civil suits

  19. NEED ASSESSMENT New equipment Large staff turnover Changes in work force

  20. NEED ASSESSMENT 6 Steps in Need Assessment: • What training is needed? • Why is it needed? • Who needs to be trained? • What will the training content be? • What are the timing issues? • Where will the training be given?

  21. Performance Deficiency Important? YES Ignore NO Skill deficiency? YES NO PERFORMANCE PUNISHING? Arrange feedback Transfer or terminate Performance matters? Arrange positive consequence Arrange formal training Remove punishment YES Arrange consequence Remove obstacles NO Used often? Simpler way? YES Arrange practice NO Implement solution(s) Nonperformance rewarding? YES YES YES YES Used to do it? Has potential? NO Select best solution(s) NO Obstacles? Change job Arrange on-job training Analyzing Performance Problems: Or you Really Oughta Wanna, 2nd. ed. by Robert Mager and Peter Pipe

  22. NEED ASSESSMENT JOB STANDARD – INDIVIDUAL’S KNOWLEDGE, SKILL, OR ATTITUDE EQUALS A TRAINING NEED

  23. NEED ASSESSMENT Jumping into training without conducting a need assessment can cause unwanted or un-needed training.

  24. NEED ASSESSMENT A need assessment helps the trainer find out if the student CAN’T DO the required performance or simply WON’T DO it. If the student can’t do it, training becomes an option. If the student won’t do it, training is a waste of time.

  25. NEED ASSESSMENT Conducting training without a need assessment may keep the trainer from addressing the real need or performance problem.
