  1. THE BOMBAY CATHOLIC SABHACITIZENS CHARTER FOR CANDIDATES For Elections to be held on Feb. 16, 2012

  2. Dear Candidates • We urge you to endorse the following demands both general and local so that we can consider you as a worthy choice at the elections.

  3. WATER: • Ensure regular and clean drinking water. • Implement all schemes for augmentation of supply. • Replace age-old pipelines. • Stop leakages and monitor water connections.

  4. HEALTH • Epidemics are on the rise. • The mosquito menace and rodent proliferation need to be tackled. • Ensure more systematic and regular fogging programmes. • Improve services of Health Centres and the Hospitals that are under the BMC.

  5. SOLID WASTE MANAGEMENT • Croresof rupees of public money go down the drain due to lackadaisical attitude towards SWM. • Show seriousness in implementing schemes such as • Garbage Segregation at source. • Re-cycling of dry garbage & vermi-composting. • Banning of plastic bags etc

  6. ROADS &PAVEMENTS • Potholed roads are the hall mark of the city. • Ensure citizen comfort with motorable roads for vechicles and public transport. • Restore pavements for pedestrians with removal of encroachments.

  7. HOUSING & RE-DEVELOPMENT • Ensure proper implementation of SRA Schemes. • Stop corruption and exploitation by builders. • Ensure affordable and proper amenities for citizens.

  8. PUBLICTRANSPORT • Complete Metro-railway, Monorail and existing Railway projects soon. • Ensure dedicated lanes for BEST services on major north south corridors to reduce road congestion and save on fuel and bring down pollution levels. • We expect the BRTS and cycling tracks to be considered for implementation.

  9. EDUCATION • With the RTE, every child is entitled to quality education in an environment that is conducive to learning. • The many BMC schools in the city need improvement so that this is possible. • More funds properly deployed for the development of these schools is expected.

  10. OPEN SPACES & GARDENS • Our city has very few open spaces and gardens for the large population. • The need to protect these is of utmost importance.

  11. CITIZENS FACILITATION CENTRES • These centres need to be improved to become more citizen-friendly • Equip them properly to deliver more and more services across the counter. • With the SAP system now in place and the IT solutions easily available today the BMC should make it possible for citizens to get services without delay.

  12. RIGHT TO INFORMATION IMPLEMENTATION This right that empowers citizens needs to be implemented both in letter and spirit so that corruption will be abated and transparency and accountability will result in better delivery of services. • Ensure quick flow of info under RTI. • Stop charging for information unreasonably. • The disclosures should be made suo-moto under Section 4 of the Act.

  13. SOCIAL AUDITS • The BMC has many welfare schemes for the poor, disadvantaged, minorities, etc and all of these have substantial budget allocations which are being pilfered away and not reaching the beneficiaries. • We expect that all these schemes be subjected to public audit and the reports be published so that the objectives of these schemes are realized.

  14. NAGAR RAJ BILL & 74TH AMENDMENT: • Local governance was envisaged by this Bill which needs to be implemented by the local elected representatives whose actions then truly represent the views and expectations of his/her constituents. • We expect that this is implemented in the right spirit so that people's participation in governance is made possible and true democracy is experienced. • This will also ensure regular follow-up meetings of the elected with the citizens and of the citizens with all those responsible for security, safety and other utilities.

  15. LOCAL DEMANDS • _ • _

  16. CONCLUSION • We trust you understand the need of the above so that we can make life of Mumbaikars happy and comfortable. Please endorse the above demands and strive to achieve the same
