Local Groups – DPG’s tenderQuestions and Answers • Q. Will there be a marked difference in the DPGs with the new contract, and will the DPGs be open to these changes? • A. There will be a difference but we are not expecting any sudden changes to take place at the start of the contract. The main change is that the support and facilitation of the DPGs will have an official status. The Partnership Board has been discussing the changes that need to take place within the DPGs for some time.
Local Groups – DPG’s tenderQuestions and Answers • Q. What age do you mean when you refer to ‘Transition’? • A. Transition is between 14 – 25 years of age. • Q. Will the current role of Co-Chairs be maintained within the DPGs? • For the immediate future, yes. Any changes within the groups will be a gradual process. • Q. How will a permanent cabinet be decided? • A paper concerning this matter at the next Partnership Board meeting is expected. Minutes of Partnership Board meetings can be found at www.kentldpb.org.uk

Who are going to be the Co-Chairs of the Partnership Board? • These are likely to be the Director of Adult Social Services or Chief Executive of the PCT jointly with a person with a learning disability and a family carer. • Q. If the Council ends up with a large number of single district contracts as a result of this process how will consistency be monitored? • A. Clear returns on the specification requirements will be expected and contract and performance monitoring will take place.

How will tenderers know what commitments they will be expected to take on at the start of the contract? • Commitments will be outlined in the Invitation to Tender. Handover work at the start of the contract will need to be done. • Q. What about TUPE provisions? • The Council’s position on TUPE will be contained within the Invitation to Tender.

The timescale mentioned today is an indicative timetable; this can be changed as necessary. • Q. If organisations wish to join a consortia in order to tender will there need to be a lead organisation? • A. Yes • Q. Is the contract price fixed? • A. £16,666.00 is the maximum available for each district.

Can you confirm whether Dee Watson said at the last Partnership Board meeting that organisations that were wanted to provide the service had already been contacted, and that one organisation covering all 12 districts is preferable? • A. The recent independent review of the District Partnership Groups suggested that one organisation provided the support however Dee Watson has not been in contact with any organisations regarding the provision of this service and has not said that one organisation delivering the service for all 12 DPGs is preferable.

Is it acceptable for organisations to be part of more than one bid, for example on their own for one area and as part of a consortia bid for another? • A. Yes. • Q. Will the role of the successful service provider be a facilitating role only or will other costs such as transport need to be included in this contract? • A. Costs such as transport should be taken into account in the contract price submitted. • Q. Will the Invitation to Tender state the number of meetings that attendance will be expected for? • A. Yes.

What will happen to money and resource that current DPG’s have? • All money and resources that DPG’s currently have will remain with the local groups/DPG’s. These are still seen as KCC property so we will need to make sure that we know what all groups have and make sure that they stay with the local groups. • Q. Can DPG’s join together? • A. Yes if that is what local groups want to do, this will be the groups decision.

They will remain Co-chairs and members until there is a change the local groups agree. The tender is for the support of local groups not who is in charge. • Q. Will things change straight away in October? • A. No but with new support in place, part of their role is to support things to change, so that local groups are much clearer about their roles.
