Purpose of the CELDT The CELDT is used for helping teachers and school administrators to: • Initially identify students who are limited English proficient (LEP) or English Learners (ELs). • Determine the level of English language performance of ELs. • Assess the annual progress of ELs in acquiring the skills oflistening, speaking reading and writing in English.

  6. STEP 1: Report Shortages to District Coordinator. Inventory all test materials against the school packing list immediately after receipt from the district. Report any shortages, overages, or the receipt of the wrong material to the CELDT District Coordinator within two working days of receipt of the shipment at the testing site. STEP 2: Retain ALL CELDT Boxes and Store Materials in a SECURE LOCATION Keep all test materials in the boxes they were delivered in. The boxes will be used to return materials to the district after testing. STEP 3: Read Through Materials Review the Coordinator’s Manual and the Examiner’s Manuals in their entirety. STEP 4: Make Copies of the School/Group List Make several photocopies of the School/Group List from the school Test Coordinator’s Kit to have on hand for each administrative month shipment. STEP 5: Discuss Security with Test Examiners and Proctors Ensure that test examiners and proctors understand the security requirements for keeping all test materials in a secure location prior to, during, and after testing. STEP 6: Obtain Signatures on All Security Forms and Return to District Coordinator during Check In When Materials Arrive • A Test Coordinator’s Kit will be delivered to each school site and will contain: • A Test Coordinator’s Manual (1 copy) • A pre-printed School/Group List (SGL)* showing the school name, district name, and CDS code • Pre-coded Group Identification Sheets (GIS)*; six per grade enrolled. Student Participation • Initial Assessment (IA) We are required to administer the CELDT to all students whose home language is not English within 30 calendar days after they enroll for the first time in a California public school. - Student Assignments Office handles all initial CELDT testing • Annual Assessment (AA)We are required to administer the CELDT each year the student is categorized as an English Learner (EL) until they are Re-designated (RFEP). - School sites handle annual CELDT testing • We are required to inform parents of the reasons for the identification of their child as an EL and the reasons for enrollment in an EL program after the beginning of the school year.

  10. Filling in the Demographic Section All asterisked (*) items need to be filled in at the time of testing including students with pre-ID labels. The corresponding fields on the Answer Book also contain asterisks. For students without a Pre-ID label, fill out all appropriate fields. For more information on how to fill out the demographics section, please refer to pages 21-29 of the test coordinators manual.

  11. “What’s New” Test Administration Overview Materials Changes Answer Book: • Fields on the demographics pages (front and back covers) have been reordered and renumbered, but all the same fields are included. Test Administration Changes • Examiner’s Manual: • New instructions to “Remove or cover information displayed on bulletin boards, whiteboards, or charts that could be used by students to help answer test questions.” • Writing and Speaking sections have new instructions to remind students that they must respond in English. • Excerpts including information about practice items, repeating a question, and prompting have been included in directions for the following sections: Oral Vocabulary, Speech Functions, Choose & Give Reasons.

  12. “What’s New” Test Administration Overview Transitional Kindergarten Students • Clarifications have been made to the 4-Picture Narrative, Writing Sentences, and Writing Short Compositions rubrics. ( Please note: OUSD does not score the Writing sections) • The Oral Vocabulary Guidelines have been changed (related to singular vs. plural responses Students enrolled in a transitional kindergarten program whose primary language is other than English as determined by a home language survey must be administered the CELDT within 30 calendar days after the date of first enrollment and 60 days prior to instruction. Role and Responsibility of the Site Coordinator • Keep test materials secure at all times. • Access to test materials is limited to pupils being administered the test and employees OUSD directly responsible for administration of the test. • Test examiners and proctors must sign security affidavit and agreement forms before receiving access to test. • Test questions must not be reproduced in written or electronic communications. Please monitor cell phone usage by students. • CELDT Site Coordinator must ensure that strict supervision is maintained over each pupil during the test administration.

CELDT Domains and Scoring Overview This table shows when each CELDT component is scored (i.e., during or after administration) and how it is scored (e.g., NR, I, C; 0-2; answer key Note: NR = no response I = Incorrect C= correct For K-1 Writing, Writing Words, there are two rubrics: one for writing words stated by examiner using a picture prompt and one for writing words in response to a story read by the examiner. OUSD does not score the Writing Section. The writing section is scored by the state.
