  3. Objectives - 1 • To assess the extent to which independent atmospheric measurements can be used to verify where regional changes in NH3 emissions have and have not occurred • quantify the degree of uncertainty in the link between NH3 emissions and atmospheric monitoring, focusing on areas where emitting activities are known to have changed

  4. Objectives - 1 • Address the extent to which atmospheric measurements show existing NH3 abatement policies to be successful, • consider expert knowledge on the practical effectiveness of the abatement techniques • make recommendations for future monitoring and systems to assess national implementation of NH3 abatement policies

  5. Objectives - 2 • To assess the extent to which the existing critical limits for NH3 reflect current current scientific understanding • examine the case for setting new NH3 critical level(s) based on current evidence of impacts of NH3 on different receptors

  6. Objectives - 2 • Review the case for establishing a critical level for indirect effects (CLie) of NH3 to bring values into line with current empirical critical loads for N • discuss the extent to which vegetation and sensitive ecosystems appear to be differentially sensitive to NH3 versus other forms of reactive N

  7. Objectives - 3 • To review approaches for downscaling transboundary assessments including zooming to deal with NH3 hotspots in relation to operational modelling and monitoring: • review current emission and atmospheric dispersion modelling methods for downscaling NH3 dispersion and deposition in hotspot areas

  8. Objectives - 3 • Review the status of methods for assessment and monitoring • review operational assessment approaches in relation to the relative contribution of transboundary and nearby sources of NH3, including interactions between the Gothenburg protocol and other policy measures

  9. Outputs • The workshop is expected to provide: • draft recommendations on effectiveness of NH3 abatement approaches for consideration by the Ammonia Expert Group on Ammonia Abatement / WG Strategies & Review • draft recommendations on future monitoring and modelling needs to be considered by the TFMM and EMEP Steering Body

  10. Outputs • Draft recommendation on approaches for emission inventories and their validation for consideration by the TFEIP and EMEP Steering body • draft recommendations on NH3 critical levels, and their relationship to existing critical nitrogen loads for consideration by the Working Group on Effects

  11. Outputs • The organizers, with the assistance of the secretariat, will prepare a short note on the conclusions and draft recommendations for submission to the relevant subsidiary bodies

  12. Participation • Expert Group on Ammonia Abatement • Task Force of Measurement and Modelling • Agriculture and Nature Panel of the TFEIP • the workshop will be prepared under the lead of the Expert Group on Ammonia Abatement • to be organized by Mark Sutton and Emma Giles of CEH, Edinburgh, together with Samantha Baker of Defra

  13. Participation • Participants will attend as experts, responsible for their own costs • there will be no fee for workshop participation • the UK will sponsor the attendance of a number of key experts from countries with economies in transition

  14. Documentation • The organizers will invite the preparation of key background documents by leading experts, which will review the state of scientific understanding for the three main themes of the workshop • together with supporting poster presentations and reports, this will provide the basis for written reports of parallel working groups

  15. Reporting • It is planned that the summary conclusions and draft recommendations, working group reports, background documents, and short reports of posters will together be published by the UK as full record of the workshop analysis
