Introduction • Project Refresh • What are we trying to do again? ‘Increase efficiencies within collection services by working with each of the region's councils to introduce new service routes that improve operational performance, quantify investment on vehicles, produce financial savings in fuel and depot costs and reduce the overall carbon footprint of the refuse collection service.’ • Completed Tender Process • Introduction to Integrated Skills Limited. • www.integrated-skills.com • Introduction to RouteSmart product • www.routesmart.co.uk • Agreed project timescales and immediate priorities. • Workstream Approach / Cross boundary working • Sharing Resources – Vehicles / Depots / Facilities • Training and Mentoring Begins – 18th January 2010 in Durham.

Introducing RouteSmart • GIS based application that allows the user to model collection based services with no customer limitation. • Balance workloads, reduce time and mileage, provide definitive fleet requirements, model cross boundary working and different depot arrangements. • Maps, road networks, facilities and customer information represented in one application.

  5. Introducing RouteSmart • An extension to ArcGIS developed over the last 25 years. • Layers of information represent real life features. • Link between road network and customer • Network tools to control vehicle flow. • Outputs include various reports and vehicle travel paths.

RouteSmart Infrastructure • 10 RouteSmart licences. • Hosted at secure data centre. • Anytime access – http://riep.routesmart.co.uk • Works via Internet Explorer / Remote Desktop – Complete ArcGIS User Experience. • All processing done on the server therefore up x4 faster than standard pc. • Managed by Integrated Skills Ltd – passwords etc. • Each user has access to RouteSmart support site. User forums, FAQ’s, training, support.

Training and Preparation • 5 day training course for each workstream. • 10 day mentoring session for each Authority to work on the project with a RouteSmart expert. • Prepare data for use in the project. • OS data, LLPG data, define back lane collections, determine average bin weights, assisted collections. • Preparation of vehicle tracking data. • Aim by the end of the mentoring to • Have a draft set of routes complete and ready for consultation. • Have the skills to continue with the work as required.   8. Vehicle Tracking Data • Question: How long does it take to empty a bin? • This time varies depending mainly on the type of property. GPS data created from the vehicle fleet is used to calculate the service time per property. • GPS times are assigned to each street segment based on proximity. The total time is then divided by the number of service locations assigned to that street. • 5 million records to process.

  9. Results - Maps • Produced a drive time analysis to determine the sphere of influence for each operational depot. • Produced a zoned approach with a balanced 4 day week.

  10. Results – MapsNorth Tyneside • Classic ‘patch work quilt’ design. • Good data and GIS skills already in place. • Various restrictions such as large number of medium vehicle class properties. • Diamond bins. • 15% vehicle savings – 14 to 12.

  11. Results – MapsSouth Tyneside • Classic ‘patch work quilt’ design. • Design various models to include transition to fortnightly collection. • Models range from using 10 to 8 vehicles in residual waste. • Models predict that if fortnightly collection introduced then 5 vehicles are required.

Forecast ResultsWaste Collection RoundsCashable Savings and ROI • Durham • Potential reduction in residual waste mileage = 15% or 1308 miles/week. • Estimated fuel cost saving of £1551 per week. • Initial indications show 15% saving in vehicle numbers. 7 Vehicles. • Northumberland • Potential reduction in residual waste mileage = 16% or 1567 miles/week . • Estimated fuel cost saving of £1858 per week. • Impact on vehicle numbers to be confirmed once other refuse collection services optimised. Estimated 5 vehicles on residual / recycling services. • North Tyneside • Initial indications show 10-15% saving in vehicle numbers, mileage and fuel. 3 Vehicles. • South Tyneside • Savings depend on management decisions however a 10-15% saving should be achievable. • Teesside • Final stages of mentoring currently ongoing • Results should be ready end Jan 10. • Gateshead • Mentoring started 22/11/10. Initial results show a 3 vehicle saving • Sunderland • Mentoring starting late Jan 2011.

  14. Project Stages - Current • Completed Training within the Region. • Established Server – Major Milestone. Work can be done anywhere with an internet connection. • Vehicle Tracking installed on 270 vehicles in Northumberland, Durham, North Tyneside, Gateshead, Hartlepool and Redcar.

Project Stages – Final • Used approximately 106 mentoring days once Gateshead and Sunderland are complete. • 13 remaining days will be used where necessary. • Establish automated updates to CRM systems. • Continue to use software in the waste environment. Work commenced in garden waste, glass collections, trade waste.

  16. Conclusions • Consultation and implementation plan. Up to each Authority but important to keep momentum. • Routes likely to be introduced throughout 2011. • Management consultations to change working arrangements taking place. • Consultations with staff positive in most Authorities. • Calculate overall yearly savings throughout the Region including discounted cash flow. • ROI likely to be >1:2.5. • Cost and environmental benefits including CO2 footprint to be included in final report available late March 2011. • Apply application to other services including street sweeping, winter maintenance, gully maintenance, meals on wheels. Agreed to extension of current contract for 2 years. • Working with Integrated Skills on RouteSmart Navigator Product.

  17. RouteSmart Navigator • Navigate a route exported from RouteSmart in sequence order. • Service Instructions. • Unlimited Number of Waypoints. • Customisable speech. (Road or Individual Property Level) • Route simulator. • Customisable Street Network and Maps. • Navigate to facility then continue route. • Continuation of navigation following a wrong turn. • First product of this kind globally. • Possible Applications include… • Waste Management • Street Sweeping • Winter Maintenance • Gully Maintenance • Street Inspections
