FIRST REFEREE PREMATCH • Arrive at the site and dressed 30 minutes before starting time. • Examine the ball, court markings, net supports, referee stand and height of the net. • Establish nonplayable areas. • Designate the official scorer, libero tracker, timer, and line judges. • Conduct prematch conference (coin toss). • Inform scorer which team will serve first.

SECOND REFEREE PREMATCH • Arrive at the site and dressed 30 minutes before starting time. • Assist the R1 in prematch duties. • Review specific duties and responsibilities with the scorer, libero tracker, and timer. • Verify the starting lineups have been correctly on the official score-sheet.

R1 During the Set Head official who shall: have general supervision of officials; make decisions on matters not specifically covered by the rules; make final decision when there is disagreement between officials. promptly handle any unexpected situation. To start the set and after time-outs check with playing captains and officials to see if they are ready.

R1 During the Set • Whistle and direct only starting players to their respective end lines prior to the 1st set and begin play; • Whistle for each serve and dead ball; • Recognize and grant requests for time-outs or substitution; • Give visible signal for each loss of rally/point, serve, violation, penalty, replay/reserve, end of set and change of courts; • Signal how many time outs each team has used; • Determine illegal hits; • Determine screening by players on the serving team at the moment of serve. • Determine net faults

R1 During the Set • Determine back row faults; • Determine double faults; • Determine the # of hits by a player and team; • Determine ball in and dead ball; • Determine loss of rally/point; • Call an injury time out when a player exhibit signs, symptoms, or behaviors consistent with a concussion. • Administer red or yellow cards for misconduct; • Notify coach of any disqualification; • Whistle and signal end of set and direct players to their benches; • Visually confirm the score of each set with R2.

R2 During the Set • Assist the R1 by ruling upon situations which are out of the R1;s view with an informal signal. • Mirror the R1’s signal for each loss of rally/ point, violation, replay/reserve, or end of set; • Assist the R1 by making sure a whistle is blown for a dead ball; • Determine the alignment of players on the receiving team at the moment of serve; • Determine net faults on both sides of the net; • Determine hand/foot faults at the center line; • Control the entry of substitutes; • Check lineup and release libero;

R2 During the Set • Grant time outs, substitutions and line up check. • Whistle when both teams are ready to play prior to 60 seconds ending; • Signal to R1 time outs used, notify coaches also; • Notify coach when they have uses its 15th, 16th, 17th and 18th substitution; • Check the score sheet for accuracy during time out and end of set; • Verify and confirm to the R1 game point; • Initial the score sheet after each set; • Determine then notify R1 of unsporting conduct; • Conduct the coin toss prior to the deciding set.
