Purpose • To examine compliance of existing housing with federal housing laws • To describe housing accessibility, usability and suitability • To examine the relative effectiveness of standard complaint-based advocacy to a New Governance approach to improving housing accessibility and usability

  3. New Governance • New Governance (NG) enhances the litigation-centric approach to civil rights protection • It uses education and collaboration to enhance compliance with civil rights laws • It engages stakeholders in the process of enhancing compliance • It may be useful for going beyond accessibility to addressing usability

  4. Measures • Rapid Housing Usabilityand Accessibility Assessment • Spaces in and around the home • Accessible: must be in accordance with the letter of the law, particularly the 7 design and construction requirements of the Fair Housing Act • Usable: can be used by the individual • Suitable: best fit for the individual

  5. Procedures • Collect Usability/Suitability Data from 200 people with mobility impairments living in multifamily (4+) housing built since 1991 (Fair Housing Act Amended) • Identify individuals with usability and accessibility problems (in-home assessments) • Randomly assign individuals to treatment and evaluate for effects on usability and accessibility
