Site Assessment History • Former electrical components manufacturing facility, operated since late 1960s • 2004 ESAs identified VOCs exceeded NCs in soil and groundwater, SVOCs in SW detention basin • Suspected VOC sources of the release – former plating and former parts degreaser • HSRA release notification was submitted to EPD in May 2004, but the Site was not listed. • Manufacturing operations were moved out of the U.S.

Brownfields Eligibility • Establishment of pre-existing release of regulated compounds. • Establishment of groundwater baseline for limitation of liability. • Release notification, but property not listed on HSI - Voluntary Brownfields Cleanup • Incentives for property transaction/ redevelopment by prospective buyer • Owner/seller initiated voluntary soil cleanup activities to attract prospective buyers

  8. Confirmation Sampling • Clean-up goals met for detention basin, drainage swale, and awning area • ERH in last month of operation, 95% complete • ERH clean-up time: 8-9 months

Post Clean-Up and Buyer Liability • Typically, the buyer is responsible for site investigation, soil cleanup, and the CSR/CAP. • Owner has assumed costs for all of the above to attract prospective buyers. • CSR - Soil RRSs have been met. • CAP – Groundwater clean-up liability remains with the Seller, will let VOCs in GW attenuate • CSR/CAP will be given to buyer for submittal to EPD.

  10. Conclusions • Brownfields clean-up encourages an expedited approach to address site environmental issues. • Seller can provide additional prospective buyer incentives by doing up-front work. • Brownfields approach promotes communication between stakeholders to achieve a common goal.
