Process • State CTE staff creates 2014-15 CTE State Pre and Post Assessments and Recommends (assigns) them to the Districts • CTE Department Recommends (assigns) modules to schools • School test coordinator trains test administrators and proctors • School testing coordinator provides test name and passcode to test administrators on exam day (Pass code located on secure testing and accountability site) • Test administrator provides module pass code to students • Students take assessment online via schoolnet • School administrator exports grades from school net (Reporting template located on secure testing site) • School administrator returns spreadsheet and signed Accountability statements

  8. Teachers provide passcodes to students to take the assessments online. • Once the assessment is assigned to the courses, the teacher of the courses can access the online passcode.

  9. Students complete the assessments online.

Eligible StudentsState Board Policy GCS-A-016 • Students taking Career and Technical Education courses shall participate in administration of Career and Technical Education State Assessments. • Students repeating a course must take the Career and Technical Education State Assessment. • Students with disabilities must participate in the Career and Technical Education State Assessments with or without accommodations. • Students identified as limited English proficient (LEP) must participate in the Career and Technical Education State Assessment with or without accommodations. • Students who are identified as failing a course/grade/subject for which a Career and Technical Education State Assessment shall take the appropriate assessment. • Transfer students must take the Career and Technical Education State Assessments. Scores will not be used to determine teacher growth if the transfer student is in membership less than 70 days for a 4x4/semester course or 140 days for a traditional yearlong course. • Students, who are exempt from final exams by local board of education policy, shall not be exempt from the Career and Technical Education State Assessments. • Students currently instructed on the Extended Content Standards who, according to their Individualized Education Programs (IEPs), participate in the NCEXTEND1 alternate assessments are exempt from the Career and Technical Education State Assessments level. • Students identified as LEP who score below Level 4.0 Expanding on the reading subtest of the WIDA ACCESS Placement Test (W-APTTM)and are in their first year in U. S. schools are exempt from the Career and Technical Education State Assessments at the middle school level. • Charter schools that do not receive Race to the Top funds do not have to participate in the Career and Technical Education State Assessments for middle school. • In rare cases, students may be medically fragile because of a significant medical emergency and/or condition and are unable to participate in a specific test administration. These students may be granted a medical exception for the Career and Technical Education State Assessments. It is a local decision as to how requests for medical exceptions are to be processed. Medical exceptions for final exams are NOT to be sent to the North Carolina Department of Public Instruction (NCDPI). However, if a student has been granted a medical exception by the NCDPI for the current school year’s testing window(s), it may be extended to include the Career and Technical Education State Assessments at the discretion of the LEA.

  20. Proctors • Option 1:Proctors – In each classroom assessment site, there shall be one administrator and one proctor in each test site. The administrator CAN be the teacher regularly assigned to this classroom. The proctors MUST also attend the assessment training sessions in order to be familiar with standard procedures. This option must be used if the teacher of record is administering assessments for their own class, or an assessment in their own department/licensure area.

  21. Proctors • Option 3:Department trade-off – Teachers do not administer assessments within their own departments/licensure area, but trade with other Career and Technical Education State Assessment teachers in different program areas to administer the assessments. Proctors are not required for this option.

Administration Time 10 minutesper module Administration time does not include time for general instructions and breaks No administration may exceed 120 minutes (except for students with documented special needs requiring accommodations, such as Scheduled Extended Time). Provide a break after 40 minutes of testing (between modules)

Security Issues No person may copy, reproduce, or paraphrase the test materials in any manner for any reason Teachers are not permitted to discuss specific items from the tests with students or colleagues before, during, or after the test administration or ask students which test questions were difficult. Test administrators who provide read aloud or signing/cueing administrations are strictly prohibited from divulging the contents of the assessment, generally or specifically, to anyone or to copy or record test items. Instructional Displays must be covered or removed No Cell phones

  28. Access to Secure Assessments Scheduling for online tests should limit the time the assessment is available for view by teachers and school staff. Access to the tests shall be limited to school personnel who have a legitimate need. School personnel must not disclose the contents of the tests nor discuss with each other or with students specific test questions or information contained within the test(s). Visitors to the classroom are prohibited during the test administration except when required for state or local monitoring of test administrations or under extreme circumstances (i.e., emergency situations).
