The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ CURRENT SITUATION of TCDD • A State Economic Organization related to Ministry of Transport (MoT) • Tasks: • Construct, repair, enhance, renew and operate the infrastructure of both railways and ports granted to itself by the Government • Carry out all kinds of complementary activities regarding rail transport (maritime and land transport including ferry operations) • Manufacture rolling stocks and similar vehicles • Operate Passenger and Freight Trains on its Infrastructure 3

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ NEED FOR RE-STRUCTURING • There is no separation between management ofinfrastructure and rail transport services in TCDD • There is no regulatory authority for railway sector • In order to improve financial and operational performance of railways, re-structuring process has been started • An action plan for the period of 2003-2008 was approved by the Ministry of Transport of the Republic of Turkey in 2003 4

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ RE-STRUCTURING PROJECT • In line with the action plan, Turkish Rail Sector Re-Structuring and Strengthening” Project co-funded by EU has been initiated in order to establish the legislative and institutional framework of Turkish Rail Sector in accordance with the EU legislation Two components: • Organisation of the Railway Sector (Twinning) • Technical Assistance (TA) in the Re-Structuring and Strengthening of the Turkish Rail Sector Including the Provision of Financial Management Information System together with the Necessary IT Platform 5

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ TA PROJECT • Detailed studies regarding new TCDD organization including business units and sub sectors to be set up conducted • Financial Management Information System developed • Public Service Contracts defining public service obligations drafted • A great number of trainings delivered to related managers and staff 6

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ TWINNING PROJECT “Organisation of the Railway Sector – Twinning Project” • A law packageconsisting of two laws and four complementary implementing regulations has been drafted • General Railway Law • TCDD Law • Railway Safety • Licensing • Interoperability • Access to Railway Infrastructure 7

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ DRAFT LAW PACKAGE • The draft laws has been sent to The Ministry of Transport • Technical studies on the draft laws are going on by MoT in cooperation with relevant public institutions and non-governmental organisations (NGOs) • They are expected to come into force in 2010 8

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ NEW CAPACITY BUILDING PROJECT • After entering into force of the draft laws, some organisational and institutional changes will have to be made • There must be some preparations regarding implementation of the provisions imposed by laws • In scope of the 1st component of IPA, “Reform of Turkish Railways” Project has been prepared by TCDD 9

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ REFORM OF TURKISH RAILWAYS PROJECT • The overall objective: • To establish framework conditions for restructuring and reforming the rail sector for competition, including systems for infrastructure allocation, charging, safety and interoperability at TCDD • Components: • Setting a strategy for establishing framework conditions in order to realize railway reform in line with the draft Law Package • Strengthening capacity on infrastructure allocation and charging of Infrastructure Manager at re-organised TCDD • Strengthening capacity on safety and interoperability of Infrastructure Manager and Railway Undertaking(s) at re-organised TCDD 10

The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ REFORM OF TURKISH RAILWAYS PROJECT • Two main beneficiaries: MoT and TCDD • Estimated cost: € 3.600.000 • To be financed by EU • Tendering process started by the CFCU • Expected to be launched in the 1st half of 2010 • Planned to be finished in 24 months 11

TA FOR INFRASTRUCTURE PROJECTS The Ministry of Transport The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ • There are lots of rail infrastructure projects such as signalization, electrification, construction of high speed lines etc. • Several projects planned to be partly funded by IPA-III in Transport OP • Documents including major project application form, tender dossier, CBA and feasibility study needed • TA projects, financed by SEI “Support To European Integration” source, for elaboration of the documents underway 13

LESSONS LEARNED The Ministry of Transport The Ministry of Transport www.ubak.gov.tr DEMİRYOLLARININ TARİHSEL GELİŞİMİ • Time schedule of the project should be convenient to the activities of the project • Project implementation staff should not be overloaded • Official language of the projects is usually English, but all reports and deliverables should be delivered in native language together with English versions • Personnel who will be in charge of sustainability of outputs of the project should be dedicated 14
