  2. Overview • Interpretations Process. • Legislative Services Database for the Internet (LSDBi). • AMA Online Case Management.

  3. Session Objectives • Differentiate between an interpretative and noninterpretative issue. • Identify appropriate search options within the LSDBi for legislation, interpretations and educational columns. • Prepare waivers when necessary and operate within AMA Online.

  4. Case Study • The season is over, but school is still in session. Coach asks the compliance officer the following question: “Some of our swimming student-athletes want to participate in voluntary conditioning activities at the pool. Can our strength and conditioning coach give them a ride there in our institutional van?” 2. Institution’s home competition pool is located eight miles from campus.

Is the Issue Interpretive? • An issue is not interpretive if: • The plain meaning of the legislation is clear on its face; • The legislative history clearly addresses the situation; • Legislative history includes intent and rationale; OR • Published official interpretation clearly addresses the situation.

  8. LSDBi Bylaws. Legislative proposals. Interpretations, Educational Columns, Question and Answer documents. Waiver precedent. Infractions cases. Student-athlete reinstatement cases.

Contacting the NCAA • Interpretative phone line dedicated to member institutions. • 317/917-6003. • Chancellor/president, director of athletics, senior women’s administrator, faculty athletics representative or compliance office. • Hours of operation. (1) Monday, Tuesday, Thursday and Friday: • 9 a.m. to 5 p.m. Eastern time. (2) Wednesday: • 11 a.m. to 5 p.m. Eastern time.

  11. Contacting the NCAA Staff • Best Practices. 1. Prior to calling the interpretation line. • Do your research. • Have all facts ready. 2. During the call. • Take notes. • Get the staff member’s name and case number.

Interpretative Request Process. • Institution contacts conference office with question. • Conference office researches question. • If needed, conference office contacts AMA staff. 2. Do’s and Don’ts. • Follow conference office policy. • Generally, institutions should not call/emails the AMA conference contact directly.

AMA Online Case Management System • Standardizes the waiver and student-athlete reinstatement request processes. • Tools to help determine the correct waiver to file and required documentation checklists. • Automatically populates member institutions' core information. • Online status updates, access to previously submitted cases and relevant case information.

  15. Review • Understand how to determine whether an issue is interpretative. • Leave with an understanding of how to use LSDBi to search for legislation, interpretations, educational columns and proposals. • Learn how to submit a waiver request in AMA Online.
