  6. Why is there a need? Why is there a need? • Over a quarter of people in prison are from an ethnic minority • The proportion of black people incarcerated in the UK is seven times greater than their share of the population • In the USA the proportion is four times greater • Five times more black people than white people (per head of population) are imprisoned Equality and Human Rights Commission Report 2010
