Immigration and Refugee Protection Act (IRPA) • Protect the health and safety of Canadian society • Reunification of family members • Facilitate the flow of people and goods including visitors, students and temporary workers • Fulfill Canada’s international obligations with respect to refugees

  3. Protect the health and safety of Canadian society • Keep foreign criminals, war/human right violators and people who are a security risk from entering Canada and if they do enter find them arrest them and deport them. • Immigration Officers are peace officers under the Act and have the right to arrest and detain individuals who are in violation.

  4. Reunification of family members • Canadian citizens and permanent residents can sponsor immediate family members like spouses, children under 21, parents • Have to sign an agreement with the government that they will be responsible for the person from 1 to 10 years

  5. Facilitate the flow of people and goods including visitors, students and temporary workers • Entry of 1000s of foreign students (pay 3x tuition of Cdn students), workers and visitors at land, sea and air port of entries

  6. Fulfill Canada’s international obligations with respect to refugees • to offer safe haven to persons with a well-founded fear of persecution based on race, religion, nationality, political opinion or membership in a particular social group, as well as those at risk of torture or cruel and unusual treatment or punishment; • Accepted overseas and in Canada • Must be outside their home country

  8. How to Immigrate • Family Class – issue of 1000s “scam” marriages • Skill Worker • Refugee • Investor - $1.5 million • Provincial Nominees – usually due to skills • Canadian Experience Class

  9. Family Class • Based on relation • Must sponsor • Must meet medical and security checks • Sponsor must be able to financially take care of the person

  10. Skill Workers • Must be on the Skill Workers List • Or must have arranged employment • Must speak either English or French • Must pass point system • Medical and security

  13. Permanent Residents • Must reside in Canada for a minimum of 2 out of the last 5 years • Can be deported for serious criminality • Can not vote * Some of this class do NOT apply for citizenship b/c will lose citizenship in home country

Some Cdn citizens NEVER set foot/live in Canada due to this category! • Adopted overseas by Canadian parent • A permanent resident who has lived in Canada 3 out of the last 4 years can apply to become a Canadian Citizen

Comments • 1000s of scam marriages – officers show up in night “where’s Johnny”? • Canada has no quota per country like States • Philippines is #1 source due to domestic workers claiming residency after 2 years • Trend from China, India and southeast Asia NOT Europe due to movement in E.U. since E.U. established • WE NEED IMMIGRANTS: Can. has low birth rate, we lose 100,000 to emigration every year so who will “produce” for our economy/old age pension etc. • ** Many permanent residents choose NOT to become citizens b/c they will lose their citizenship of home country (can’t vote etc.)
