What is Consumer Focus? • Created by CEAR Act 2007 • Amalgamation of National Consumer Council, Postwatch and energywatch • Independent of government • New arrangements for consumer representation: • Consumer Direct • Complaint handling standards in post and energy • Energy and Postal Services Ombudsmen schemes

Our Statutory Functions • Representation of consumers • Research • Information • Advice to improve standards of service and promote best practice • General Powers of Investigation • Extra Help Unit to assist vulnerable energy or postal complainants and energy disconnection cases • Statutory information requests

  5. Code Governance Review 1 • The proposed ‘3’ paths: • Major Policy Reviews • Improved Status Quo • Self Governance • What is the definition of significant, likely and minimal impact on consumer/competition? • The filtering criteria • Outcomes • Redirection of modification proposals
