  1. Shared Governance Workshop Radisson Hotel, Santa Maria October 10, 2008 Facilitator – Regina Stroud

  2. AHC Representation • Administrators - 50% • Faculty – 36% • Classified – 7% • Students – 7%

  3. Goals • Appreciate the value of shared governance for the institution, and resolve to make it happen in a climate of mutual respect and collegiality. • Identify specific ways to develop a climate of mutual respect and collegiality as a foundation in the shared governance processes. • Create a shared understanding of what shared governance means and should look like at AHC. • Identify necessary steps to improve the implementation of shared governance where each constituency group can engage as full and authentic participants in the governance process.

  4. Ground Rules • Don’t have the fight • Mutual respect • Active listening • Positive action • Safe place/environment • OK to disagree • Stick to the issue

  5. What’s the issue?Who does it affect? Smoking on Campus… Is it a Shared Governance issue? Recently a Board member went to take his daughter off to college. When he returned he asked openly at a board member why AHC is not smoke free. His daughter’s university is and he thinks that will be better for everyone. He asks the President to “check into it.”

  6. According to Barclays CA Code of Regulations (Title V)… …if it affects one of the institutions constituencies, it should fall under Shared Governance. At times this may not be the case*, but a good administrator would create dialogue regardless, because it does still affect many people. *Redistributing the departments under a given dean

  7. Who gets it? Then who? Smoking on campus… PAC ? CSEA? ASBG? Cabinet? Faculty Association? …Health Services? Who’s to enforce the policy?

  8. The Confusion… • The overall consensus is that there exists a general shared governance structure, but its processes are confusing and need to be well defined.

  9. Classified responsibilities/Rights in the Shared Governance process Barclays CA Code of Regulations (Title V) Staff • We have the right to participate in Shared Governance, be consulted with by the governing board, be informed of policies and procedures that are being developed, express our views, consult, participate in the formulations and development of policies and procedures, and have our recommendations and opinions given every reasonable consideration. • We have the responsibility to communicate any issues discussed in Shared Governance Committees to our chapter members.

  10. The Verdict? Ultimately lies with the Board!

  11. Ideas to Create an effective Shared Governance Processes • Trust • Mutual Respect • Validation • Thorough Communication • One Stop Idea Generator • Clarity • Dissemination of Info. (multiple mediums) • Stay Outside the Vacuum • Timelines • Commitment to Process and Outcome • Informed Decisions • Transparency (verbiage)

  12. Feeling Tone… • This was a great way to come together to learn where we are as an institution and as individual constituencies, and begin to plan where we can eventually arrive. There is much work ahead! Future workshops are being scheduled to continue the training.

  13. Where are we as CSEA? -Do we know what Shared Governance Committees we have here at AHC? -Do we know our roles and responsibilities? -What concerns might we have about Shared Governance? -Why might some of us not want to participate? -What are some of our past experiences with Shared Governance Committees? -Why might some of us insist on being the person to represent CSEA on any given Shared Governance Committee?
