  2. The percentage of school age pupils with statements of special educational needs is falling both nationally and locally. However: Nationally the fall from 2003 to 2009 has been from 2.14% to 1.85% (a fall of 0.29%) Amongst our statistical neighbours the fall has been from 2.25% to 1.84% (a fall of 0.41%) In Northumberland the fall has been from 2.62% to 2.51% (a fall of 0.11%) The gap between Northumberland and elsewhere is widening.   3. In 2009 1.8% of the pupils in Northumberland first and primary schools had a statement of special educational need. This compares with 1.4% in England and 1.3% amongst our statistical neighbours. However 4.8% of the pupils in Northumberland first and primary schools were on school action plus, compared with 6.4% in England and 6.5% amongst our statistical neighbours. 9.4% of the pupils in Northumberland first and primary schools were on school action compared with 11.8% in England and 10.6% amongst our statistical neighbours.   4. In 2009 2.7% of the pupils in Northumberland middle/high/secondary schools had a statement of special educational need. This compares with 2.0% in England and 2.0% amongst our statistical neighbours. However 5.0% of the pupils in Northumberland middle/high/secondary schools were on school action plus, compared with 6.2% in England and 5.3% amongst our statistical neighbours. 10.2% of the pupils in Northumberland middle/high/secondary schools were on school action compared with 12.8% in England and 11.5% amongst our statistical neighbours. Narrowing The GapNational Indicator 104 – The SEN/Non SEN Gap – end KS2 - % L4+ in both English and maths • In 2009 78.9% of Northumberland pupils with “no identified SEN” reached L4+ in both English and maths at the end of key stage 2. • 22.3% of pupils with SEN reached this level of attainment • The “gap” therefore in 2009 was 56.6% • Nationally the figures were 84.4% (non SEN), 33.5% (SEN) giving a gap of 50.9%, and amongst our statistical neighbours the gap was 53.3%.

In 2009 62.7% of Northumberland pupils with “no identified SEN” achieved 5+ grades A*-C including English and maths. 11.1% of pupils with SEN reached this level of attainment The “gap” in 2009 was 51.7% Nationally the figures were 61.0% (non SEN), 14.5% (SEN) giving a gap of 46.5%, and amongst our statistical neighbours the gap was 47.8%.   7. Northumberland has significantly higher than average levels of spending on SEN. Amongst our statistical neighbours we are the equal highest spenders (with Stockton), and spend more than twice that of the lowest spender (Nottinghamshire). We are easily the highest users of out of county provision, with more than four times as many out of county placements as Nottinghamshire. Finance

  8. A suitable model for future SEN provision in Northumberland which will include details of financing over the next 3 year funding period. A detailed implementation plan of rolling out the future model for SEN provision. A set of outcome measures (including value for money measures) by which to assess improvements to outcomes of children and young people and the success of the SEN offer in Northumberland.
