  1. The US-Mexico Border 2012 Environmental Program What is Border 2012? Border 2012 is a binational environmental program that came out of the Border XXI Program (1996-2000). Its legal basis rests on the 1983 Agreement on Cooperation for the Protection and Improvement of the Environment in the Border Area (La Paz Agreement). Mission “To protect the environment and public health in the U.S.-Mexico border region, consistent with the principles of sustainable development.”

The US-Mexico Border 2012 Environmental Program Who are the participating parties? • Secretariat of Environment and Natural Resources (SEMARNAT) • Environmental Protection Agency (EPA) • The environmental authorities of ten border states • Border area First Nations communities in the United States • Federal Attorney for Environmental Protection (PROFEPA) • National Institute of Ecology (INE) • Federal Commission for Protection against Sanitary Risk (COFEPRIS) • National Water Commission (CONAGUA) • Border Environment Cooperation Commission (BECC) • North American Development Bank (NADB)

Task Forces Respond to specific concerns at the regional and community levels, and implement specific projects for a given jurisdiction. Implementation reports N.B. The Border Indicators Task Force (BITF) was created to develop environmental indicators and environmental performance indicators with the purpose of measuring the Program’s results re its targets and objectives.
