  6. Summary • The FY 2007 House Mark is a reduction of $156.5M or 28% below the FY 2006 Enacted level. • The FY 2007 Senate Mark is an increase of $187.9M or 26% above the FY 2006 Enacted level. • The FY 2007 Senate Mark is $344.3M higher than the FY 2007 House Mark

House Impacts • Impedes implementation of U.S. Ocean Action Plan, and implementation of ESA and MMPA • Unsupportive of Magnuson-Stevens Act Reauthorization • Eliminates requested increases in critical areas such as • Expand Stock Assessments • Economics and Social Sciences Research • Enforcement and Observers • Regional Councils and Commissions funded at $25M --a $1.3M reduction from the President’s Request

House Impacts Protected Species • Increases processing time for permit applications • Impedes ability to issue incidental take permits for energy projects and military readiness exercises • Limits NMFS ability for proactive conservation Fisheries Research and Management Programs • Large reduction in stock assessment funding • Can not collect basic fisheries data needed to make management decisions • Elimination of economics and social science program • Earmarks erode our base resources (e.g., HMS studies) Habitat • Earmarks erode our base resources • Impacts EFH consultation responsibilities and refinement of EFH Enforcement and Observers • Restricts enforcement’s investigation and monitoring efforts • Reduction in observer funding impact regional observer programs across the country, decreasing the number of observed days at sea by approximately 2,000 days.

Senate Impacts • Supports implementation of U.S. Ocean Action Plan, and implementation of ESA and MMPA • Supports Magnuson-Stevens Act Reauthorization • Senate Mark supports President’s request for • Protected Species • Expand Stock Assessments • Economics and Social Science Research • Regional Councils and Commissions funded at $40M -- a $13.7M increase above the President’s Request

Senate Impacts Protected Species • Funds request for needed protected species stock assessments • Funds Marine Mammal Initiative • Provides for cooperative protection of Right Whales Fisheries Research and Management Programs • Supports request for Gulf of Mexico activities (HMS and Catch and Release Studies) • Provides funding for Fish Information Networks • Increases funding for efforts to reduce bycatch Habitat • Supports request for base activities and increases for Great Lakes • Provides for increase in restoration activities Enforcement and Observers • Small reduction in enforcement funding could reduce funding to JEA (cooperative agreements) and VMS
