Strategic Framework for Change (SFC) • Announced by Prime Minister Voreqe Bainimarama on 1st July, 2009 • Blueprint for development 2009 – 2014 • 2009 - 2012 focus on economic and social development • 2012 - 2014 focus on political development • 2014 General elections SFCCO - MAKING CHANGE HAPPEN

SFC strategic prioritiesGOVERNANCE • Constitution – to be developed by 2013 - public consultation by Sept 2012 - introduction of Dialogue at the officials level • Electoral reform – elections under a new electoral system, voting age 18 years, one person one vote - Electronic Voter Rgistration • Accountability and Transparency – removal of systemic corruption - FICAC fully functional - ratification of UNCAC - modernisation of laws • Public service Reforms – rightsizing, merit based civil service - modernisation and service excellence and reform of major institutions including iTaukei institutions • Public sector reforms - divestment of Government shares - enhancement of systems and processes SFCCO - MAKING CHANGE HAPPEN

SFC strategic prioritiesECONOMIC Development • Infrastructure development - connecting the rural people to economic opportunities, promoting construction and development • Agriculture development through EPP and ISP • Land Reform - making more land available for productive purposes (Land Use Decree, Land Bank, Land Use Regulation) • Enhancing international relations focusing on regional integration • Maintaining macro economic stability • Raising investment levels • Liberalisation of economy and removal of exclusivities SFCCO - MAKING CHANGE HAPPEN

SFC strategic prioritiesSOCIO CULTURAL • Reducing poverty to a negligible level - cross cutting issue • Developing a common national identity and building social cohesion • Social Justice programmes based on needs and means tested - FAP (food voucher) - education assistance (free text books and transportation) • Improving health service delivery • Rural and outer island development (establishment of IRDF) SFCCO - MAKING CHANGE HAPPEN

Peoples Charter for Change, Peace and Progress (PCCPP) • SFC initiatives and major reforms originated from the PCCPP consultation feedbacks • Launched in Oct 2007 • NCBBF Process Diagnostic analysis Research and assessment Public consultation and outreach Feedback- 64% (18years and above) acceptance • Endorsed by His Excellency the President Dec 2008 SFCCO - MAKING CHANGE HAPPEN

Vision of Peoples Charter “Building a Better Fiji For All” Guided by the following key principles: • a just and fair society; • unity and national identity; • merit-based appointments and equal opportunity for all Fijians; • transparent and accountable government; • uplifting of the disadvantaged; • mainstreaming of the iTaukei in a modern, progressive Fiji; and • sharing spiritualities and interfaith dialogue.
