  3. TRT vs. USAR –the differences? Technical Rescue Team Urban Search & Rescue Team 36-80 member deployment Federal or State Asset – requires disaster declaration or EMAC Up to 14 day deployment Includes: Rescue Component with Engineer – NIMS Type I/III USAR Cache Haz-Mat / WMD Logistics Medical including Docs Tech Search K-9 Plans/Command Component • LIGHT-FAST-MOBILE – IS THE KEY!!! • Recognized Terminology by IDHS for District Teams • Local or Regional Asset – activated through Mutual Aid or IMARP • 24 hour deployment window • 12-36 member deployment • Includes • Rescue Component w/ Engineer – NIMS Type I/II Collapse Cache • May or may not have Haz-Mat, Medical, K9, Tech Search Elements if they do exist not designed to be the same capabilities as a USAR Team

Background on MABAS 201 TRT • 103 members – 6 fire departments (108 Max) • Clay Fire Territory – Sponsoring Agency • Harris Fire-Rescue – Participating Agency • Niles Fire-Rescue – Participating Agency • Warsaw Fire-Rescue – Participating Agency • Notre Dame Fire – Participating Agency • South Bend Fire – Pending Signed MABAS Agreement • NIMS Type I/II Collapse Team

TRAINING • Technician Level Skills – NPFA 1670 & 1006 • Rope Rescue • Confined Space • Trench Rescue • Structural Collapse • 312 Hours of Training • Swift Water Rescue, WMD Chemical Response, Incident Response to Explosive Ops, Haz-Mat Ops, Techs & Specialists, and Vehicle/Machinery Technicians

  7. TACTICAL SUPPORT TEAM • We do NOT take over any incident • We support the Rescue Branch • Rescue Branch Director • Liaison Officer – assigned to CP or EOC • Rescue Safety Officer • Rescue Operations Section Chief • Rescue Plans Section Chief • Rescue Logistics Section Chief

  8. ON-GOING TRAINING • Monthly Shift Drills at each department based on the 4 disciplines • Quarterly Team Drills – complicated scenario-based type drills • Task Force Leader, 2 Asst. Task Force Leaders & 6 Rescue Officers, and Logistics Manager meet Bi-Monthly to develop training goals and objectives • Regional Exercises

EQUIPMENT • 2 Tactical Support Units • 3 Rescues & 1 Rescue Engine • 4 Trailers (Collapse/Trench, WMD/MCI, Haz-Mat) • Command Van – Tactical Support Team • 5 full sets of Rope Equipment • 3 full sets of Confined Space Equipment • 2 full sets Trench Equipment • NIMS Type II Collapse Cache – Almost a Type I

  14. NAPPANEE TORNADO DEPLOYMENT October 19, 2007

  15. Nappanee Tornado Deployment • Struck Nappanee, IN at approx 2230hrs • Received a call from Warsaw FD at 2300hrs reference possible activation • Dispatched at 0530hrs for Search/Recon of collapsed structures with possible victims still inside (Confusion w/ NISPTA Drill) • On-Scene at 0700hrs

  16. Search/Recon Ops • 51 homes totally collapse • 137 homes with major damage • 201 homes with minor damage • 107 businesses with varying extents of damaged, 3 RV factories heavily damaged
