  6. Relevant • Makes relevance to open government clear • Addresses transparency, accountability, and/or public participation • Addresses at least one grand challenge R

  7. Time-bound • Clearly states deadline • Does not have to coincide with 2-year action plan cycle • Milestone dates are made clear T
