Proposal - background • Transco NTS is in the process of agreeing contractual gas specifications for new imports and indigenous sources of gas • The new supplies will help ensure security of supply from the winter of 2006 onwards • However, the new gases are likely to contain CO2 and Total Inerts (CO2 + N2) in excess of the limits published in the 2004 Ten Year Statement specification (2.0% and 7.0% respectively)

Specification of the new gases • New imports may contain up to 2.5% CO2 and Total Inerts in excess of 7.0% • However, the requested specification is compatible with the first phase of EASEE-gas harmonisation proposed to be in place from 1st October 2006 (2.5% CO2; N2 and Total Inerts limited only by Wobbe Number) • All new supplies will remain compliant with the Gas Safety (Management) Regulations

Proposal - Summary • Transco NTS proposes that Delivery Facility Operators be offered a new optional specification for CO2 and Total Inerts, subject to any restrictions imposed by any contractual obligations. • Implementation would be through changes to individual bilateral agreements. • In order to avoid multiple Code Modifications, it is proposed to raise a single Code Modification to permit changes in respect of all such bilateral agreements.

Advantages of the Proposal • Allow additional gas into the UK thereby improving security of supply; • Allow DFOs to adopt, if requested, inert gas limits as recommended by EASEE-gas without having to raise specific UNC Modification Proposals; • Encourage the movement towards a common playing field in respect of contractual inert gas limits.

  7. Way Forward • Submit Proposal at September Mod Panel • Transco NTS to develop and submit a further Mod Proposal to September Mod Panel relating to Carbon Dioxide levels in excess of 2.5%.
