Climate Energy Commerce Advisory Committee • Begun in March ’07 by Executive Order, facilitated by Center for Climate Strategies, staffed by DHEC • CECAC & 5 technical workgroups chose policy options • Draft report under review. Final to Governor by mid-July. • Legislative action: receive report, break into legislative packages this fall for next session • 52 total policy recommendations approved and posted www.scclimatechange.us • 33 quantified for reductions, costs, costs savings • 1 addressing adaptation & vulnerability

CECAC Goals & Objectives • Statewide, reduce gross GHG emissions to 5% below 1990 levels by 2020 • based on successful implementation of all CECAC policy recommendations • Not an enforceable cap • Evaluate progress every 5 years and report to public • Review every 5 years - “realistic GHG reduction goals for years beyond 2020”

The Climate Registry: SC to Date • Statement of Intent: 7 signatories • City of Greenville, SC Coastal Conservation League, SC DHEC, Santee Cooper Public Service Authority, SCANA Corporation, Lexington Medical Center, GEL Engineering, LLC • Potential recruits already locked into a climate initiative e.g., Presidents Climate Commitment (universities), Mayors Climate Protection Agreement, EPA Climate Leaders, DOE 1605 (b) • Others taking a ‘wait and see’ attitude in anticipation of federal GHG registry rule.

Local Government Climate Work • Upon signing US Mayors Climate Protection Agreement, cities come under the Sierra Club’s Cool Cities designation. • 7 cities and 1 county in SC • Use of NACAA/ICLEI software to compile inventory and reduction measures is becoming standard practice for quantifying GHG and NAAQS • Charleston has completed their city-wide inventory for all sectors • As a TCR reporter, Greenville will benefit from TCR and ICLEI developing common data elements between the two systems

  8. Local Government Climate Efforts • Assist with climate action plans • Advise on compiling inventory data • Relate GHG reductions with non-attainment concerns • Promote programs which reduce ozone, PM2.5 and greenhouse gas emissions

  9. An alternative commute program that encourages employees to take action to reduce daily vehicle miles traveled. This program helps reduce the amount of emissions from mobile sources being released into our air, thereby reducing South Carolina’s Ground Level Ozone levels!   10. Trade It In For Cleaner Air Trade in that old, polluting gas-powered lawn equipment in exchange for a new cordless electric alternative! Electric lawn mowers, weed trimmers, and leaf blowers are lighter-weight, quieter, less expensive to maintain and use … and better for Air Quality!   11. B2 Breathe Better an anti-idling campaign This program is designed to reduce vehicle emissions around school campuses for healthier children. This program is a great way for your school to help the environment! Goal: To help identify and provide solutions to reduce air pollution around school campuses through enlisting the efforts of students, faculty, staff, community and local agencies.   12. A well-maintained vehicle is safer, more economical, and better for the environment!   15. Southeast Diesel Collaborative This organization is a voluntary partnership involving leaders from government, private, and nonprofit stakeholders in the Southeast. The goal is to improve air quality by encouraging the use of clean, renewable energy and technology to reduce diesel emissions from existing engines and equipment from the agriculture, heavy construction and on-road sectors.   17. The Inverted-U bike rack is recommended by the League of American Bicyclists and is the required design in some cities. It provides good support, enables users to securely lock both the wheels and frame of the bicycle, and accommodates u-shaped as well as cable locks. Bicycle Parking Being bicycle-friendly is good for business!! By providing bicycle parking, businesses can support the city’s efforts to become more bicycle-friendly. Businesses can also encourage participation in the monthly downtown lunchtime bike rides and the annual Bike to Work day.
