Weatherization Assistance Program Funding • The Program is funded from two federal sources: • Formula allocation from US Dept of Energy • Suballocation of HEAP funds through OTDA • In 2008 $67.3 million was available which was sufficient to assist more than 13,600 units • In 2009, $98.7 million was distributed, and served more than 15,000 units • Recovery Act funds have provided another $394 million, enough to assist at least 45,000 more households

American Recovery and Reinvestment Act • Recovery Act: $5 billion for Weatherization nationally - $394 million to NYS (largest in the nation) • Average cost-per-unit limit raised to $6,500 • Funding must be spent by March, 2112. • Income limit remains at 60% of state median • Recovery Act imposed new labor rules • Significant increase in training resources • Increased reporting and accountability rules

DHCR’s Recovery Act Funding Plan • $190 million allocated to 66 sub grantees – at least one in every county. • $60 million for “Temporary Sub Grantees” targeting Section 8, Rural, LIHC, special needs and other multi-family housing. • Performance-based incentive pool • Funding set aside for training, monitoring, administration, and technical assistance

  5. How do I get WAP? • Contact your local sub grantee • Temporary sub grantees may also help • Work is based on an energy audit • WAP improvements must have 1:1 SIR • Davis Bacon required for ARRA funds • Other Requirements – MBE/WBE, SHPO, Lead Paint, etc • .

For Multi-Family Housing • Traditionally, 62% of WAP goes to rental/multi-family; Presently for ARRA – 81% • WAP $ is not Gap $. • Income certification - at least 50% must be income eligible. • 25% Owner Investment required* • For group homes and shelters, 1 floor = 1 unit – OR - Every 800 sq. feet of living space = 1 unit.

  7. Revised Owner Investment Policy 25 percent owner investment still required, for landlords, but: • More flexible for small (1-4) unit buildings • No investment required for subsidized properties, defined as those qualifying for 581-a. • Investment may still be required to achieve required SIR

  9. Green Jobs and Training • NYSWDA and AEA • Taitem Engineering • Pressure Houses at Local Colleges • Partnerships with OTDA, DOL and NYSERDA

ARRA Progress To Date After 7 months (as of 6/1/10): • 2,979 units completed • 13,746 under construction and • 16,375 with energy audits completed and poised to begin construction  – • Over 33,000 out of our 45,000 unit ARRA goal complete or in progress. •    582 Jobs • Training for “Green Jobs”
