  3. BRIEF FACT OF CR NO. 173/2013 Indian Rescue Mission (NGO) got the information that Kapal Bar and Dimple lodge, in Panvel,, inducing minor girls for the sake of prostitution. This information was passed to Mr. Sanjeev Dayal,Director General of Police,M.S. Mumbai. Mr. Sanjeev Dayal ordered, Inspector General to take appropriate legal action against this bar and Lodge.

  4. Mr. Sukhawinder Singh,Special Inspector General of Police, Kokan Range ordered Mr. Anil Kumbhar, Superintendent of police, Thane Rural. Mr. Anil Kumbhare gave written order to Mr. Sangramsingh Nishandar, Additional superintendent of police, Thane Rural. This information was scrutinized and verified by API Atul Aher, A.H.T.C. Thane Rural. Police jointly planned this operation with the help of Indian Rescue Mission and Operation Rahab (NGO) . Accordingly pre trap panchanama prepared and proceed for the rescue operation.

  5. Team left superintendent of police office at about 18:15 hrs & reached Kapal Bar and Dimple lodge at about 19:15 hrs. As per plan, teams were divided among the groups, as we knew bar and lodge has many doors to escape, groups placed on each door of Bar and Lodge. Decoy customer and panchas entered into the Bar and lodge first & as planned Decoy customer signalled for intimation.

  6. The team immediately raided this bar and lodge. When entered, we saw, 70 to 80 girls stood in a congested area near the table of bar. Girls posturing sexually at clients. Waiter serving drinks to the clients. After raid, girls were taken into custody for their security. Decoy customer as per planed engaged girls and went into the rooms at second floor. When searched the room Decoy customers in the rooms with girls.

Decoy customers gave Rs 6,000/- to the Manager for sex, which was recovered from him After interrogating all the victim girls found into the bar, they narrated Bar owner, Manager and waiter forced them for prostitution. The amount they were getting through this trade, major part was kept with Bar owner, Manager and waiters. Seized Indian currency Rs 1,15,93,500/- and 871.40 grams gold worth Rs 23,51,808/-.

  8. 90 girls were rescued in this operation. Among them 14 were minor detected after medical test. 43 person accused booked as per Penal Code u/s 363 (A), 370 (4-A), 372, 373, 34, Immoral traffic Act 1956 u/s 3,4,5, 6 (2-A), 7 and POSCO u/s 6 and 8. All 43 accused produced before court, and 90 victims send at Rescue home for their further rehabilitation.

  11. ACHIEVEMENTS Victims are presently found comfortable and happy in the rescue home. Tailoring, Beauty Parlour course is being taught to these girls, as well they are being trained in non formal education. Homes are planning to train these girls in toy making.

  12. LESSON LEARNT Before conducting these operations checking and verification is must. If possible, keep the rescue information with limited members. No Accused has to allow to speak single word with the victims, Try to see, victims and accused sent in isolation.

  13. LESSON LEARNT Jabab and panchadnama prepared at the earliest, as per the guidelines. Photo graph and video graph of the place of incidence. Follow up with the NGO, who takes care victims after the raid.

  14. DIFFICULTIES Private vehicles required for such operations, and to arrange these vehicles are difficult task. Hospital doesn’t cooperate with police, some of the government hospital near these rescue spot does not allow medical test after 18 hrs. required more man power for this operations.

  15. CHALLENGES Hotels and lodges have more doors, although we have proper information, possibility of accused absconding is high. Victim girls release by court orders and again they trap into this trade. There is no proper coordination among the government machinery. Some of JMFC court, although not having jurisdiction to release the minor girls, still they are releasing them.

  16. Conclusion- . A cases was registered under ITPAct. . 43 traffickers were arrested. . 90 victims were rescued out of them 14 were minor. . Investigation completed & chargesheet submitted. . In this investigation the elements of trafficking viz. spotter, recruiter, buyer, seller, transporter, brothel keeper/pimp/financer/harbourer have been operated and finally rehabilitation and repatriation steps have been fulfilled.
