Energy Efficiency (EE) and Renewable Energy (RE) • EE and RE are said to be the “twin pillars” of a sustainable energy policy • Both resources must be developed aggressively if we are to stabilize and reduce carbon dioxide emissions • Efficiency is essential to slowing the energy demand growth, so that rising clean energy supplies can make deep cuts in fossil fuel use Any serious vision of a sustainable energy economy thus requires major commitments to both efficiency and renewable.

At the EEC we propose following the Porter’s Hypothesis “appropriately planned, environmental regulations will stimulate technological innovation, leading to reductions in expenses and improvements in quality. As a result, domestic businesses may attain a superior competitive position in the international marketplace, and industrial productivity may improve as well” Michael Porter, Harvard University: The Father of Competitiveness

  4. Promote Bi-National Projects that Increase Energy Efficiency • Homes • Buildings • Vehicles • Industry • Government We propose joining our efforts to launch a bi-national energy efficiency crusade

S. - Promote adoption of incentives to accelerate achieving higher energy efficiency engines • Mexico – Promote incentives to manufacture auto parts designed using new technologies to promote higher energy efficiency Innovation should be accelerated, in conjunction with regulations, to incentivize the demand for high energy efficiency

  8. Energy Audits • Promote bi-national external energy audits • Promote grants to carry on the audits • Promote incentives to implement results • Promote incentives for manufacturing equipment to achieve efficiency in energy consumption Send recommendations to both governments

  9. Energy-saving portable equipment • Promote development of portable equipment that could be used in homes and industry for higher energy efficiency

  10. Oxigenated gasoline • Analyze the use of oxigenated gasoline in our basin, considering ethanol concentration variation depending on the external temperature, engines efficiency and costs • Launch a campaign to promote optimum efficiency, convincing the drivers to demand the best alternatives

Whatis Eco-Driving? • A new driving culture that reduces the impact of gasoline on the environment, by reducing fuel consumption and improving automobiles’ efficiency • Makes best use of advanced vehicle technologies, improving road safety, and contributing to climate protection and pollution reduction • Mainly concerned with fuel economy-maximizing behaviors, since the energy consumed in driving is lost by engine inefficiency, aerodynamic drag, rolling friction, and kinetic energy lost to braking • Driver behavior can influence all of these

  13. Eco-Driving Origin • The eco-driving movement was launched in the U. S. in August 2008 • Since then, it has been endorsed by Governors in 19 states including; California, Colorado, … (not in Texas or New Mexico) • Numerous organizations have played a big role in implementing eco-driving programs as well • Demonstrated that drivers trained under different eco-driving programs improved their fuel economy between 10 and 20%!

The Eco-Driving Training Market • El Paso del Norte region shows heavy traffic, detrimentally impacting the air quality • There is an important public transportation system (Sun Metro-natural gas), several School Districts of considerable size that have their own transportation fleets, and a population of over 800,000 inhabitants • These characteristics make this region an important candidate to start an educational campaign promoting eco-driving

The Eco-Driving Market at El Paso del Norte • The total number of drivers involved in public transportation and shipping fleets (target market for eco-driving campaign) are over 7,000, with a growth of 7% annually • Getting extended to the general public, the driving population is of nearly 200,000 individuals

  16. Educational, Informational and Outreach Activities • First Stage. Offer eco-driving training program for bus and truck drivers • The courses of 8 hrs taught at the facilities of EPCC and others • First Stage will target 3,000 individuals (41% of the total market). • Offer 150 courses with 20 attendants per classroom. • Assuming each course can be taught in two days and that 15 classrooms can be made available for this program, the whole training program can be completed in 30 working days. • Talks have been conducted with EPCC – full collaboration

Promotional campaign, collaborations and costs • A promotional campaign will be conduced through • the El Paso del Norte community • the five training educational institutions offering truck driving courses, and • organizations having the larger bus and truck fleets (City of El Paso, School Districts, Trucking companies) • Collaboration will be requested to the government of the City of El Paso in promoting this campaign • A budget of $125,000 is estimated to cover the costs for satisfying this market portion • Costs can be covered by tuition and contributions • Experience will allow going to 2nd and 3rdstages to cover full population
