  3. Suspensions Withdrawals and Cancellations • Seven appeals against decisions • Conditional re-instatement • Comparison of financial statements and assessment data

  4. Register: AACB Comments • The Register does not list Accredited/Certified sites; • The Register lists a single date. • list the date that Accreditation/Certification was first attained by the organisation, the current Cert Date, and the Next Cert Date; and • Certified Products are not specified on the Register

  5. Register: JAS-ANZ extensions • Additional fields aimed at malpractice • Lead auditor • Auditor(s) • Technical expert(s) • Date commenced on site • Date finished on site • Total on-site man days for audit • Audited sites • Certificates and Audit reports • Additional fields for system administration • a mandatory contacts field and site code for certifications • CodeMark scheme certificates

  6. What is wrong with this? (1) • “If your QMS manual is written around and references the clauses of the current ISO 9001 then, if you decide to keep your quality manual, the numbers will need to be updated to match the new clause numbering.” •  So, for these topics, the existing processes within your current QMS may well already address the new requirements since they have largely only been re-arranged to fit in with the Annex SL structure. • In preparation for the changes, CAB XYZ can perform a Gap Analysis on your current system to determine how much work you need to do to bring it into line with the new standard.”

  7. What is wrong with this? (2)

  8. Distribution of certificates by standard

  9. Transitions by region

  10. Survey Report • Survey results • (N= 596) • 1 = strongly disagree, 2 = disagree; 3 = neutral; 4 = agree; 5 = strongly agree • Reasons for ISO 9001 Certification • Reasons for selecting a certification body • Quality of auditors • Quality of certification bodies • Benefits from implementation and certification • Satisfaction with auditors and certification bodies

  11. JAS-ANZ Peer evaluation • Frequency: Four yearly • Dates: 29 May to 2 June 2017 • Scope: IAF • QMS, EMS, FSMS, Product (including GlobalG.A.P) • Scope extension to include: certification of Persons • ILAC • Inspection

  12. Peer evaluation team • Product/ Mr. Anil Jauhri (India) • QMS Mr. Jiang Tiebai (China) • EMS/ Mr. Thilak Wickramasinghe (Sri Lanka) • FSMS/ Ms. Juanita Carpio (Philippines) • Persons/ Dr. Vijay Krishna (USA) • Global G.A.P. & Trainee / Product/ Mr. Wilson Wang (Hong Kong) • Inspection/ Mr. Jason Tan (Singapore)

  13. Supportive Statement • For discussion: • “AACB provides a valuable forum for the development and trialling of ideas and practices aimed at improving the value of certification for end-users.”

  14. Scope extension • Scope Extension Application rejected • CAB has no clients for the scheme • The Accreditation Manual - Compliance Assessment cannot be conducted unless the CAB has audited one client / issued unaccredited certificate. • Did JAS-ANZ follow the Accreditation Manual in that instance • CAB not offered an opportunity to review its Scope Extension Application. • General Problem • Securing a client prior to the Systems Assessment Stage is an obstacle on CABs intending to extend its scope of services. • Clients reluctant to work with the CAB to achieve JAS-ANZ accreditation.

  15. Options for consideration • Issue conditional accreditation with the condition that the first audit shall be witnessed by JAS-ANZ. • Oral examination (i.e. interview) of Lead Auditors. • Written examination of Lead Auditors

  16. Issues to be worked through • A conditional accreditation is feasible, however: • How does examination establish competence to deliver service? • Examinations are costly and complex to prepare and administer! • How does examination deal with the important issue of attributes? • What controls should apply to the marketing of a ‘conditional accreditation’? • How would this be presented to clients? • What happens if the inevitable witness fails? • What are the implications or possible unintended consequences of this sort of change?
