Capacity Building Programmes Nuffic administers institutional cooperation programmes (capacity building) and international mobility programmes (scholarships): The 3 institutional cooperation programmes that Nuffic administers: In number of countries: NFP (60); NPT (14); NICHE (23): The Netherlands Fellowship Programme (NFP and NFP 2009 +) The Netherlands Programme for the Institutional Strengthening of Post-secondary Education and Training Capacity (NPT) 2003-2012 The Netherlands Initiative for Capacity building in Higher Education (NICHE), 2009-2012

    3. Aim of Capacity-building Enhance and strengthen in developing countries: the performance of individuals and organizations to educate and train expertise and to assist them evolving in new areas.

    4. Main outputs of Capacity- building in NPT/NICHE project Strengthen management (HRM) or restructuring New accredited BSc/MSc programmes/curricula in identified sectoral areas Training of staff in lecturing new courses/research/ict PhD/MSc for staff Investment (library/computers) Consultancy expertise to earn own money Business plan Research/Publications Focus on Integrated capacity building: project, organization, ministry Dutch providers provide a wide range of expertise in a project through forming consortia and including individual consultants.

NPT support in Tanzania Building capacity in Entrepreneurship/business development: Universities: UDSM, Iringa, Mzumbe TE: CBE, ZHTI VT: Morogoro Vocational Instructor Training College Building capacity in Governance/decentralisation: National authority: NACTE (217 TE), CBedu TE: TIA, TPSC, IFM, IRDP Universities: Mzumbe Health: Ministry of health and social welfare (skills labs and PBL)

Policy principles for NICHE Demand driven approach and local ownership Alignment with national/bilateral policies & progrs Integrated capacity building: project, organization and the ministry Harmonization with other donor programmes Coherence among NICHE projects: to make it a programme Sustainability of the project results

Policy principles for NICHE Attention for gender and labour market needs (employment needs) Modern forms of capacity building Organizational learning approach: improve practices through systematic approaches (M&E; reflection) Steering towards outputs and outcomes; using benchmarks and indicators Use of regional and local expertise
